Goals for the program expenditures • Reduce the back log of unexpended funds by 2012 • Manage the programs to obligate 100% of the funds each year • Develop partnerships in the management of the funds between FHWA, MPO’s, AOC, LOC and ODOT
Management parameters • Scoping for all projects programed • Minimum project size • Accountability • Change Management process • Reporting requirements • Reasonable progress requirements • Noncompliance notification process • Program management documentation for each program
