Colorado’s Economy and Education System Education is the foundation of Colorado’s economy. • 3rd most highly educated workforce Colorado’s education system is not keeping pace with other states. • 22nd in access to pre-school for 4 year-olds • 32nd for high school graduation rates • 34% of high school graduates in 2003 went on to college

The Colorado Achievement Plan for Kids (CAP4K): Senate Bill 212 • Raise expectations: -All children are ready to succeed in school by 1st grade -All children prepared for post-secondary education
CAP4K: Step 1 Establish a statewide standard for school readiness Establish a statewide standard for readiness for the college or workforce
CAP4K: Step 2 Expand and refine model content standards from pre-school through high school Spell out what a pre-schooler should learn to what a 12th grader must know to graduate
CAP4K: Step 3 Realign assessments to align with new standards This may include an overhaul of the Colorado student assessment program (CSAP) tests or creation of new tests to assess a student’s skill level School readiness assessments are used to to improve early childhood education and not to label individual children
CAP4K: Step 4 Local school districts would adjust their standards and curriculum to meet and/or exceed standards set by CDE and CDHE Permits and encourages local boards to create multiple pathways (curriculum) to graduation from high school
CAP4K: Step 5 Recognize that students who earn a diploma based on mastery of standards are college ready CCHE must amend admission and remediation policies to admit students who have demonstrated college and workforce readiness
