BACKGROUND REQUIREMENTS CIVIL WORLD The final objective is to verify A/C fitness for flight (using a set of airworthiness codes derived from civil aeronautics historical experience - CS, FAR) MILITARY WORLD The final objective is to verify from the beginning that Weapon System is able to accomplish the desired MISSION in a safe way CIVIL AND MILITARY APPROACHES TO “VERIFY DESIGN REQUIREMENTS” ARE DIFFERENT

BACKGROUND MILITARY WORLD • IT IS CONSIDERED TO BE MORE EFFECTIVE FOR MILITARY PURPOSES TO: • IMPLEMENT THE PROCUREMENT ORIENTED VISION RIGHT FROM THE BEGINNING (MILITARY PEOPLE PROCURE THE WEAPON SYSTEMS THEY REGULATE) • TAKE INTO ACCOUNT THAT PERFORMANCES ARE AS IMPORTANT AS AIRWORTHINESS CIVIL AND MILITARY APPROACHES TO AIRWORTHINESS RULEMAKING ARE DIFFERENT
INTERNATIONAL COOPERATION • DIFFICULT TO ACHIEVE AIRWORTHINESS CONSENSUS BETWEEN NATIONS ON INDIVIDUAL MULTI-NATIONAL PROJECTS • HARMONISATION REACHED ONLY AT SINGLE PROGRAM LEVEL (EF2000, NH90, A400M…) • MANY AIRWORTHINESS INITIATIVES IN EU AND ELSEWHERE AIMED AT GENERAL HARMONISATION … BUT UNCOORDINATED • HIGH RISK THAT THERE WILL BE DUPLICATION OF EFFORT AND WITH LIMITED RESOURCES THIS IS UNTENABLE GENERAL VIEW OF THE AIRWORTHINESS COMMUNITY ACROSS EUROPE IS THAT HARMONISATION IS HIGHLY DESIRABLE … BUT:

MAWA ROLE MAWA ROLE IS TO COORDINATE AND MANAGE • THE MAWA SHALL DEVELOP EUROPEAN MILITARY AIRWORTHINESS REQUIREMENTS (EMARS) REGULATORY STRUCTURE ADDRESSING THE PECULIAR SPECIFICITY OF THE MILITARY WORLD • AIRWORTHINESS AUTHORITY MUST REMAIN WITH NATIONS (EDA HAS NO AUTHORITY FOR AIRWORTHINESS) • ANY AGREED WORK PACKAGES WOULD NEED TO BE STAFFED BY NATIONS • THE MAWA IS COLLECTING AND EVALUATING THE “CORE REGULATORY FRAMEWORK” ALREADY DEVELOPED BY THE ACTIVE OFFICIAL WGs • DUPLICATION OF EFFORT MUST BE AVOIDED • “AS CIVIL AS POSSIBLE AS MILITARY AS NECESSARY”, NOT FORGETTING THAT THE MILITARY WORLD IS DIFFERENT
