Opportunities offered by Lisbon Treaty • No fundamental difference for climate and development policies, that reflect a mixed competence • Development policy is not subordinated to other policies • Important practical differences because of the EEAS (many details to be worked out, like programming task) • Delegations are now of the EU

  3. Options for strengthening the EU’s impact at programming level • EU to speak and act more with one voice (more difficult with 27 than with 15) • Exploit economies of scale in delivery of support • Apply the principles of aid effectiveness and division of labour • Simplify/streamline programme implementation

  4. Global Energy Efficiency and Renewable Energy Fund (GEEREF) • Fund of funds to provide global risk capital through private investment for energy efficiency and renewable energy projects in developing countries • Resources provided on ENRTP budget as well as by Germany and Norway • Priority to channel to small projects (wind, hydro, solar, geothermal, biomass) • Technical support facilty created for training and support activities • During 2009 two participations signed: India and other Asian countries (€12.5 m) and South Africa (€10 m) • GEEREF team at the European Investment Fund

The Global Climate Change Alliance Two pillars: • Promote political dialogue on climate change between the EU and most vulnerable and poor developing countries partners: we share the same interest = build alliances towards an ambitious international climate agreement • Enhance financial cooperation in pilot countries in the area of climate change

  6. GCCA PROGRESS in dialogue • Joint declarations on Climate Change approved between the EU and various regions most vulnerable to climate change: • Africa, Caribbean, Pacific respectively in 2008 • ACP group in 2009 • Asian LDCs/SIDS foreseen in May 2010 • Promote converging of visions on climate policy and joint work • High level dialogues foreseen during 2010 up to Cancun in December 2010

  7. GCCA Ongoing Financial COOPERATION • Support LDCs & SIDS: 95 M€ for 20 countries for: • Support adaptation to CC in main sectors (agriculture, water, etc) • Support pilots on deforestation (REDD) • Increase capacity for a better access to CDM • Disaster risk reduction • Integration of CC in development strategies • Support regional approaches: 40 M€ for ACP to increase capacity of reg institutions in the identified priorities
