Status at the regional level : the process ECOWAP (Jan 2005) ECOWAS Commission NEPAD Secretariat Member States ECOWAP/CAADP Action Programs (May 2005) ECOAGRIS Regional initiative for food production and fight against hunger (2008) Regional COMPACT: (3 Mobilizing & Federating Programs) -- 2009 Promotion of strategic value chains for food sovereignty Promotion of a favorable regional agric development environment Reduction of food insecurity and structural vulnerability of populations thru social safety nets Governance Coordination mechanism = RAIP (2010): 2011-2015), $861 million

Status at the regional level • Institutional arrangements and financing mechanism developed & adopted with: • Clearly assigned functions & responsibilities • Steering, coordination & monitoring: DAEWR • Technical/implementing function: RAAF (Aug 2011) • Financial function: ECOWADF (Aug 2011) • Established coordination mechanism involving DAEWR, RAAF, ECOWADF as well as CCAF and IdCAF (Aug 2011) • A defined M&E mechanism and indicators(2010) • Policy instruments for ECOWAP/CAADP Implementation developed and adopted. • Resource mobilization in progress The RAAF, ECOWADF, CCAF & IdCAF are not yet operational

Status at the regional level: Policy instruments • a) Instruments to support agric intensification: • Co-financing program (fertilizer subsidy, ag machinery, agro-dealer network, guarantee fund for input credit) • Tariff (CET) and fiscal regime (VAT, local fertilizer prod.) • Harmonization of countries’ interventions • Regional licenses • Integration of agro-input in the ECOAGRIS: resimao.net • Support for the dvpt of AIDAs & networks • b) Instruments for agric market regulation: • At the borders – linked to the CET and its implementation • Private and public storage instruments • c) Instruments for reducing food insecurity: • MIS on food security • Social safety network

Exp 4: Regional trade issues • Priority focus areas of the 29-31 January 2013 meeting: • Road harassment • Export restrictions with the certificates of origin • Veterinary certificates, sanitary and phyto sanitary • Application of the VAT • Private and public sector are committed to work together : • Sharing the results and continuation of the dialogue; • Harmonizing the regional regulatory instruments; • Amending the 1979 act on Free Movement • Establishment of a multi actors Task Force • Examining the feasibility of the proposal to establish a "Joint observatory (Government, ECOWAS and private sector practices anomalous in the country.

Some emerging Initiatives • Land tenure: • regional land charter (CILSS technical leadership) • create a regional observatory on land • framework for regional convergence in the formulation of land policies • Zero hunger: measures to improve resilience and food security • Regional food reserve: Adopted by the ECOWAS council of Ministers in 2012 • Rice initiative (2013-2015): Adopted by the ECOWAS council of Ministers in 2012 • Climate change:Regional Action Program for reducing socio-economic vulnerability to climate change (PASR_RV) technically supported by CILSS
