  2. Labor Categories and Functional Areas - Agenda • Overview (2) • Structure (4) • Labor Categories (18) • Pattern within FA • Series Pattern • Examples • Allowable Substitutions (1) • Questions

  3. Overview of Labor Categories and Functional Areas • Builds on lessons learned within FAA contracts and others (i.e. GSA, GWACs, etc.) • Applies to: FP, CP, T&M. • Requires further delineation for each requirement and provides structure to organize contract. • Scope is divided into eight (8) functional areas. • Labor resources are divided into eleven (11) labor category series. • There are four (4) labor category series structure • The five (5) step structure is used once - PM • The four (4) step structure is used twice - admin and tech • The six (6) step structure is used seven (7) times • The unique labor category, subject matter expert (SME), has a single step • Allowable substitutions are defined

  4. Labor Category versus Functional Areas - Matrix

  5. Labor Category Structures - Five Step Structure • Used only once - for Management • Program Manager (degree + 15 relevant years) • Technical Project Manager (degree + 10 relevant years) • Administrative Project Manager (degree + relevant 10 years) • Task Leader (degree + 5 relevant years) • Project Control Analyst (degree + 2 relevant years)

  6. Labor Category Structures - Six Step Structure • The six step structure is the most widely used • VI - Senior PhD (degree + 10 relevant years) • V - Senior Special Certification (degree + certification + 10yr relevant) • IV - Senior (degree + 8 relevant years) • III - Intermediate Advanced (degree + 5 relevant years) • II - Intermediate (degree + 3 relevant years) • I – Associate (degree + 1 relevant years)

  7. Labor Category Structures - Four Step Structure • The four step structure is used for both support series • Tech Support IV (HS + 10 relevant years) • Tech Support III (HS + 6 relevant years) • Tech Support II (HS + 3 relevant years) • Tech Support I (HS + 0 relevant years) • Admin Support IV (HS + 10 relevant years) • Admin Support III (HS + 6 relevant years) • Admin Support II (HS + 3 relevant years) • Admin Support I (HS + 0 relevant years

  8. Labor Category Structures - SME • The Subject Matter Expert (SME) is included as part of the scope of eFAST, but it is unpriced. • The SMEis not expected to be commonly used. For each instance, its use must be justified • The SME is distinct from the Senior with Special Certification and Senior with PhD labor categories • When in use, the SME cost/pricing data must be provided

  9. Program Management • All eight Functional Areas • Provides for Program Management for multiple projects or senior level management • Provides for Technical PM and Admin PM • Admin PM performing coordinating • Tech PM technical leadership, QA and decision oriented recommendations. • Provides a Task Lead category for smaller projects. • Provides for project control support function in Project Control category • Education and experience is same as the non-support labor categories within the FA. For example: • For BAM, education in business and relevant experience are required. • For SE, engineering and science education and relevant experience are required. • For CSS, IT education and relevant experience are required. • Four levels of PM and a specified project control resource • PMP or equivalent required as appropriate • Admin PM distinguished from Task Lead by PMP and 5 years relevant experience

  10. Scientist / Engineer / Systems Analyst • Four functional areas (FA) – ATS, R&D, SE, M&R • Provides for engineering, scientific, and research related services • For all four FA the educational requirements are the same • Engineering, math, and science degrees are required. • For each FA relevant experience requirements are unique to the specific requirement, and the FA. • Years or experience IAW the six step structure. • Series covers engineers, professional licensed engineers, scientists, and NAS systems analysts. • Services in support of NAS systems rather than IT systems. • Engineering services in support of Air Transportation Support activities for operational locations including facility maintenance, modification and remediation as well as various levels of equipment repair. • Research and Development services. • When supporting tasks that are Air Traffic Operations, Air Traffic Safety System, Air Traffic Management, Air Traffic Operations Training, Air Traffic Safety System Training, or Air Traffic Management Training, for the Senior and Senior with Special Certification Levels, any combination of degree, certification and relevant experience will be considered if the relevant experience requirement is satisfied.

  11. Scientist / Engineer / Systems Analyst - cont’d • Broad scope • FA, scope and activity definition important • Qualification education and experience depends on specific requirement and FA • Senior qualification is flexible (where related to Air Traffic roles and experience) • There are NAS support systems that are similar to business IT systems that have an active interface to the NAS

  12. Computer Scientist / Systems Analyst • Three functional areas – ES, CSD, CSS • Provides for computer engineering, computer systems, computer science and SW engineering services. • For all three FA – the educational requirements are the same • Engineering, math, and science degrees are required. • For each FA relevant experience requirements are unique to the specific requirement, and the FA. • Years or experience IAW the six step structure. • When supporting tasks that are Information Technology Systems Architecture, Enterprise Architecture, or Network Analysis/Design/Test, for the Senior and Senior with Special Certification Levels, any combination of degree, certification and relevant experience will be considered if the relevant experience requirement is satisfied.

  13. Computer Scientist / Systems Analyst – examples • This series provides computer engineering and computer systems analysis under the ES FA; computer science and software engineering under the CSD and CSS FA. The major difference is real time safety of the ES domain, and the business systems domain of the CSD and CSS. • This labor category would satisfy requirements for Enterprise Architect, IT Systems Architect, Information Assurance Analysis/Test, Network Analysis/Design/Test under the CSD and CSS functional areas. • For example, a computer scientist working in the SE domains might focus on real time and safety of flight while the software engineer working in CSS would focus on database related workflow or administrative system. • Configuring a network design with normal load balancing and data throughput considerations could be performed under CSD or CSS. If communication engineering services are is needed, then it is anticipated the same labor category would be chosen under the ES.

  14.
