The Montreal Protocol • This international treaty, which has been ratified by 197 members of the United Nations, was put in place to protect and restore the ozone layer by gradually decreasing and eventually eliminating the production of harmful substances that destroy and deplete ozone. It is meant to cut down on CFC’s (chlorofluorocarbons) that are produced and consumed by countries.

  3. Who enforces it? • This international treaty is enforced by the United Nations, since in fact the treaty was treaty by the United Nations.
