TN Homeland Security Ag Transportation Security Issues • Most Ag commodities & products move by truck • Most movements are long haul, even animals • Many are single driver hauls • Fertilizers and pesticides are moved in both bulk & small container forms • Most of these products can be weaponized by terrorists • Trucks with the same load tend to use the same routes repeatedly

TN Homeland Security Agriculture Transportation Security Practices • Loaded vehicles must never be left unattended unless in secure facility • Drivers should have background checks & must be trustworthy • Loads should be under a seal with ID number sent ahead to the receiving party, not carried by driver • Drivers must follow a “road plan” – inspect load and seal for integrity at each stop • Receiving party must inspect seal & verify number prior to breaking and unloading

  10. TN Homeland Security Practices to reduce exposure to Terrorism • Assess threat and vulnerabilities • Implement Threat Reduction steps • Develop a Crisis Management Plan • Develop a Consequence Management Plan • Train your team and Exercise the plans

TN Homeland Security • Homeland Security funds provided for GPS/PDA handheld units & digital cameras • Supports UT EPP Distance Diagnostics program - developed by Extension as a rapid response pest identification technique and as a teaching tool for Specialists, Researchers, County Agents, Growers and Graduate Students

  12. TN Homeland Security • Equipment designated for use in rural areas where less infrastructure exists • Used to report new pest finds, document disaster events, pesticide spills, etc • GPS data or digital pictures sent via Distance Diagnostics over a secure EPP server web page

  14. TN Homeland Security • Digital cameras: • Sony F707: The model that is currently being recommended for use with the Distance Diagnostics system. An updated version (F717) is also available

TN Homeland Security • Four rural areas to be chosen within TN for informational meetings during 2003 • Participants will include local vets, medical doctors, Co-op, Farm Bureau, UT, TDA, USDA inspectors, EM first responders, etc to brainstorm possible agriculture related terrorism events and develop contacts
