The Singapore Green Plan 2012 (SGP 2012) Public Health Clean Air Conserving Nature Water Supply Waste Management Community Partnerships Innovation • "Community Partnership" and "Innovation" as two cross-cutting areas • Five Action Programme Committees (APCs) oversee the development and implementation of Action Programmes for each area • APCs are guided by a Coordinating Committee
Public Health Targets: • Increase community ownership to sustain a high standard of cleanliness and public health • Build up national capability in epidemiological surveillance and research on vector-borne diseases. • Maintain low incidence of vector-borne diseases.
Public Health Key Thrusts • Enhance ownership through a wide range of community-level initiatives on public health • Initiate nationwide programmes to better control vectors and prevent vector-borne diseases
Community ownership on public health Campaign Against Dengue, 10-minute Mozzie Wipeout • Worked with 3P (People, Private and Public) partners to target dengue prevention outreach programme to all residents, workers and students

Building research capabilities in vector control and vector-borne diseases Dengue Consortium • Collaboration between Environmental Health Institute (a research institute of the National Environment Agency), healthcare and research institutes • Explore ways to better understand and manage Dengue infection and minimize the incidence of dengue in Singapore • Projects • Serotype prevalence and spatial-temporal distribution of Dengue serotype in Singapore • Sequencing of Dengue Viruses • Seroprevalence of Dengue • Sero-epidemiology of Dengue
Upgrade Professionalism of Pest Management Industry National Skills Recognition Scheme (NSRS) • Collaboration with the Singapore Pest Management Association to develop NSRS • Encourage pest management industry to upgrade their staff through NSRS
Vector control initiative - “Rat Attack!” Sustainable rodent control in all Town Councils • Baseline survey • to assess level of infestation and identify irregularities in environmental sanitation and refuse management • Attack Phase • to reduce rodent population • Maintenance Phase • Address irregularities detected in baseline survey and improve environmental hygiene and sanitation
Vector control initiative - “Mozzie Attack!” • Initiate dedicated mosquito control programmes in all Town Councils involving professional pest control operators • Develop and introduce a common standard for more effective vector control works and for assessment of performance of service providers
Clean Air Key thrusts: • Strive for Pollution Standards Index to be within the ‘good’ range for 85% of the year and within the ‘moderate’ range for the remaining 15%. • Meet 60% of Singapore’s electricity needs through use of natural gas. • Extend use of natural gas in transportation beyond public buses and taxis. • Enhance public transportation as an attractive alternative to private cars.
Clean Water Key thrusts: • Increase catchment areas from 50% to 67% of Singapore’s land surface. • Increase supply of water from non-conventional sources, such as desalination and water reclamation, to at least 25% of Singapore’s water demand. • Ensure that water quality continues to meet international standards.
Waste Management Key thrusts: • Raise the overall waste recycling rate from 44% to 60%. • Extend the lifespan of Semakau Landfill to 50 years, and strive towards “zero landfill” needs. • Reduce the need for new incineration plants, from the current one every 5 - 7 years to one every 10 - 15 years.
Conserving Nature Key thrusts: • Keep nature areas for as long as possible. • Verify and update information on indigenous flora and fauna through biodiversity surveys. • Put in place new parks and park connectors. • Set up a National Biodiversity Reference Centre.
2005 – SGP Review • Three areas of focus
