  3. CRtB – What is it? • New way to obtain planning permission • Community led / driven • Part of Neighbourhood Planning regime • Not just housing – facilities, shops, leisure • Came into effect on 6 April via the Localism Act

  4. Process (Engagement runs throughout)

  5. Why use it? • Can bring forward development not 100% in line with local plan – and can provide new options for LPAs too • Communities in control – so they see the benefits of development • Benefits / assets must be retained for community • Enfranchisement rights • Green belt

  6. Support programme • Provided by Locality • One of 4 Neighbourhood planning support bodies • Also supporting & running grant programme for other Community Rights: • Bid to Buy • Challenge

  8. Support Programme • Web-based resources • E-mail / telephone enquiry line • 9 Regional events – 1st in Cambridge 17/7 • More intensive support for early adopters • Comms / marketing / social media • http://mycommunityrights.org.uk/community-right-to-build/

  9. Some early metrics • 146 unique enquiries to the advice line • 39% about Right to Build • Enquiries dominated by HCA programme • Mostly from rural context • Lots of Parish Council lead involvement • Website received 11,742 page views from 3,189 visits

  10. Potential Early adopters? “Traditional” areas • Cornwall • Devon x 2 • Cumbria Newer areas • Milton Keynes • Hants / Oxon border
