Convergence: The Strategy • India: A vigorousenabledembarkation to implement the strategy of “convergence” which brings the resources of the country’s major educational and poverty alleviation programmes to bear on the problem of child labour. • The rationale, as promoted by the ILO worldwide, is that educational rehabilitation of child workers must be accompanied by economic rehabilitation of their families. • It becomes, in effect, a concerted effort of several ministries and levels of government to benefit the child worker and her/his family in the best possible and most sustainable and replicable way. • This multi-pronged, integrated approach – referred to as the “Convergence Model” in this document – constitutes the programmatic framework for the Child Labour project in India.

Convergence: The Strategy • Using existing infrastructure and ‘resources’ of the national, state and local (district, block level) governments ‘converge the benefits’ on the target group through ‘vertical and horizontal linkages’. • Converging is materialized through: • Coordination: • Between the concerned Ministries and Departments • Between the three levels of governance and administration – The National, The State and the Local Government for each Ministry • Inter-linkage/feedback loops within the above officials at various levels • Concentration: • Of the resources, benefits, schemes of all the concerned ministries on the target group

Convergence: The How? • India is a federal structure – Some subjects allocated to the National Government (Central List), some to States (State List) and some to Center and State both (Concurrent List) • Each Central ministry has its own • mandate • schemes • target beneficiaries • Geographical concentration or thrust locations • Each state has the right to • Accept/adopt/add-on to the central schemes • Frame its own schemes for different or same set of beneficiaries • Centre and State also have their own machineries to implement the programs/schemes
