  2. Why were we here? • Share practical experience with implementation amongst stakeholders and improve understanding • Formulate recommendations for practical solutions and best practice

Thursday morning • Experience in an older Member State (Mike Etkind) • Guidance notes – in partnership with stakeholders, ongoing support • Taking a proportional approach – experience of authorities is key • Solvent management plan – typologies (Paul Verspoor) • SMP can be made simple in many cases • Use of O5 (destroyed) can be avoided – important as prone to accuracy problems

Thursday afternoon • A: Uncertainties in inputs: • Significant range of different products – complexity • CEPE proposal on median concentration for groups of similar coatings • Worst case situation taken in some cases to test compliance • B/C: Uncertainties in WG and non-emissions • SMP templates developed by some Member States • Various guidance available – including for inspections • Wastes – highly case-specific and variable • Less expensive surrogates for continuous monitoring can reduce uncertainties in WG emission estimates • D: Fugitive emissions • German approach (O1.1/O1.2) to drive reduction scheme and avoid uncertainty on allocation of emissions • Various useful approaches for determining F = I – O5, no one size fits all solution • Importance of obtaining and checking detailed information

Friday morning • Dutch experience with reduction scheme • Manual detailing options for each activity (>=4 options) • Compliance checklists, helpdesks • Equation for simplification of RS in certain cases • Italian experiences • Challenges in applying when existing legislation (ELVs) existed already • Many installations already complied with stricter ELVs than Annex IIA – affected route to compliance
