The current study is based on information provided by those who applied for individual grants of the International Soros Science Education Program (ISSEP) in 1994-2003. From 8 to 15% of all Russian Doctors of Science and Candidates of Science (who are teaching at Universities) applied annually for this competition,and from 10 to 30% of all applicants were awarded grants

CONCLUSIONRumors regarding the death of Russian science due to emigration of the best scientists and turmoil in the country are wrong. In spite of all current difficulties, there are thousands of outstanding researchers and professors who are productively working in science and education, publishing books and articles and presenting their results at international conferences. Especially successful is the work of scientists at the Siberian Branch of RAS and professors at the Novosibirsk State University that has become the third important University in the country.
