Background to Coordination In the MFI Industry in Uganda • Microfinance Forum (MFF) • Started as a MFI Coordination Committee in 1997 to respond to gaps in financial services provision and lack of coordination; • Initiative of practitioners and MoFPED, recognized as policy advisory organ; • Operates through 3 Committees (Lobby, Apex, Data) and Subcommittees; • Achievements (MDI Act 2003, MOP, MCAP, Capacity Building….)
Transformation Steering Committee (TSC) • Started informally between major donors, Formalized in 2004 by to the sector (WB, rSPEED, DFID/FSDU, GTZ/SIDA FSD, MOP), joined by MCAP Fund, PSF/PSCP II Project, BOU and Microsave (observer capacity) • Goals: Coordination, support for mature MFIs, technical assistance, and information exchange
TSC - Operations • Operations • Annual appointment of Chairperson, Transformation and Consolidation Consultant at FSDU serves as Admin/Secretary to TSC; • Meets quarterly to review issues for the quarter (pre and post-transformation grant requests, capacity building, and emerging challenges;
TSC - Achievements • Coordinated grants of US$ 2.5 m as of 31st Dec 2005 to 5 institution (4 granted MDI licenses), Faulu in line next; • Generally Harmonized Donor Positions through Formal/ Informal Info Exchange; • Better Accountability and Targeting of Grant Funding; • Eliminated Duplication in Grant Funding;
TSC - Achievements • Spawned other Steering Committees • VSLAs comprising of CARE, FSDU, Plan International, CRS, American Refugee Committee (ARS), MOP; • Rating Steering Committee comprising of SUFFICE, FSDU, AMFIU, GTZ/SIDA, rSPEED, Planet Rating; • Consumer Education Steering Committee (planned)
TSC - Challenges • Slow Utilization of Post-Transformation Grants; • Lack of Upcoming Transformation Candidates – TSC reinventing itself to handle linkages, Consolidation and Restructuring; • Accountability – Budget Support, Project, or Institutionalization e.g. SACCOrization and merger of all coordination to sector.
Challenges for the TSC • Limited Willingness to Share Strategic Frameworks, Concepts and Workplans; • Policy and Procedural Constraints e.g. stringent WB procurement guidelines; • Shifts in Government Policy; • M&E: accountable grants vs. direct procurement; • Expiry of Member Projects; • Exit Strategy
