  2. Working GroupKey Areas of Focus • Clarity in definitions • Dual Citizens, Dual Nationals, etc. • ITAR controls for Dual and Third Country nationals/citizens • Differences in the laws of various countries • Work with DDTC to identify issues and areas of concerns

  3. Committee Goals - Definitions • Clear guidance regarding definitions and interpretations • Foreign Person • Foreign National • Dual Citizen • Dual National • Help define the relevant terms and ensure consistency in use of the terms

  4. Committee Goals - Consistency • Regulatory implementation of the ITAR as it applies to Dual Citizens/Nationals • TAAs • Licenses • Exemptions • Establish guidelines and/or FAQs regarding Dual Citizens and licensing requirements • Work with DDTC to review the current guidelines for TAAs and hiring foreign persons

  5. Committee Goals – Guidance On Laws of Other Countries • Laws of various countries may not permit inquiries regarding citizenship/nationality • Review regulations of other jurisdictions and the ability to comply with both U.S. and other jurisdiction regulations • Identify ways to meet national security and economic security objections and provide recommendations to DDTC
