Longitudinal Data System • The “System” • Public pre-kindergarten through graduate school with student level data for public schools, community colleges, career and technical education, adult education, and the state university system • Staff, facilities, finance, and financial aid • Post-school employment and non-education system program data • Dependencies • State level imperatives, funding • System of common course numbers and directories • Statewide articulation agreements and oversight committee • A state level culture of data management and interagency sharing • A means to follow the records of individual students across geographic areas, education sectors, and related programmatic areas. • 72 School Districts, 28 community colleges, 11 state universities • Very open public records laws Florida Department of Education

RTT Participating Districts Technology Assurance Key Personnel –includes Assessment, Technology, and Curriculum directors Access to Technology – Examine data from surveys and certification tool to ensure student access to technology, prioritizing funding for schools in most need Assessment – Ensure resources to support the range of assessments (EOC, FAIR, FCAT, formative, etc.) throughout the project period Instruction – Address how upgrades to technology and infrastructure, or additional purchases, will improve instruction Bandwidth – Examine and address infrastructure needs Sustainability – Identify other funding sources or mechanisms to continue beyond RTT Budget – Align budget to activities and related, reasonable expenditures Florida Department of Education
Computer-Based Assessments Certification • For RTT, participating districts are required to demonstrate readiness for computer-based testing as certified through completion and submission of Florida’s online certification tool. • A certification process will be repeated every year, with modifications as needed. • Goal: All FCAT 2.0 and End-of-Course Assessments online by 2014-15. Computer-Based Assessments Certification For 2010-2011, this certification included: • Initial survey of schools and districts to determine computer capacity vs. estimated number of students (fall 2010) • Completion of action plans to address any deficiencies noted in initial survey (fall 2010) • Statewide participation in trial of district and school infrastructure using testing software and a mock test (winter 2010) • Final survey of schools and districts to assess actual computer capacity vs. actual number of students to be tested (spring 2011) Florida Department of Education

Technology in PARCC • Develop state-of-the-art technology solutions to maximize the quality, efficiency and cost-effectiveness of the system. • Provide interoperable, open-source tools that will be incorporated into states’ systems. • Deliver all assessments, with limited exceptions, on computer. • Leverage advances in technology to incorporate computer-scorable items that assess higher order skills better than most traditional selected-response items. Technology in PARCC • Employ a combination of computer and distributed human scoring to take advantage of the speed of turnaround, cost savings and efficiencies that artificial intelligence (AI) scoring can provide. • Provide a centralized Interactive Data Tool and reporting platform/system that will work in tandem with SLDS. • Provide analysis and reporting tools that make assessment results useful to teachers, school leaders and policymakers.
