Locks, if provided, shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side.

(2.5 cm) high on a contrasting background that reads as follows: THIS DOOR TO REMAIN UNLOCKED WHEN THE BUILDING IS OCCUPIED

Such automatic release shall be actuated with the initiation of the building fire alarm system. • 7.2.1.5.3 If a stair enclosure allows access to the roof of the building, the door to the roof either shall be kept locked or shall allow re-entry from the roof.

Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7. • 12.2.2.2.4 Delayed-egress locks complying with 7.2.1.6.1 shall be permitted on doors other than main entrance/exit doors. • 12.2.2.2.5 Doors in the means of egress shall be permitted to be equipped with an approved access control system complying with 7.2.1.6.2. Doors shall not be locked from the egress side when the assembly occupancy is occupied. (See 7.2.1.1.3.)

Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7. • 16.2.2.2.3 Special locking arrangements complying with 7.2.1.6 shall be permitted. • 16.2.2.2.4* Closet Doors. Every closet door latch shall be such that clients can open the door from inside the closet. • 16.2.2.2.5 Bathroom Doors. Every bathroom door lock shall be designed to allow opening of the locked door from the outside in an emergency. The opening device shall be readily accessible to the staff.

Keyed locking arrangements complying with the exceptions of this section shall be permitted. • 18.2.2.2.4 Doors within a required means of egress shall not be equipped with a latch or lock that requires the use of a tool or key from the egress side. Exception No. 1: Door-locking arrangements without delayed egress shall be permitted in health care occupancies, or portions of health care occupancies, where the clinical needs of the patients require specialized security measures for their safety, provided that staff can readily unlock such doors at all times. (See 18.1.1.1.5 and 18.2.2.2.5.) Exception No. 2*: Delayed-egress locks complying with 7.2.1.6.1 shall be permitted, provided that not more than one such device is located in any egress path. Exception No. 3: Access-controlled egress doors complying with 7.2.1.6.2 shall be permitted.

NFPA 101:7.2.1.6.1 • Allowed only where permitted by the Occupancy Chapters (12 thru 42) • Allowed only in buildings with approved Smoke/Fire Detection Systems or Supervised Sprinkler systems • Doors shall unlock on actuation of detection system or sprinkler system • Doors shall unlock on loss of power to the lock or the lock controlling mechanism • An irreversible process shall release the lock within 15 seconds upon application of a force to the release device that shall not be required to exceed 15 lbf nor be required to be continuously applied for more than 3 seconds. The initiation of the release process shall activate an audible signal in the vicinity of the door. Once the door lock has been released, relocking shall be by manual means only. • Compliant signage is required adjacent to door that reads, PUSH UNTIL ALARM SOUNDS DOOR CAN BE OPENED IN 15 SECONDS • NFPA 101:7.9.1.1(4) requires emergency lighting at the locked door.

Button to be readily accessible and clearly identified with signage that reads: PUSH TO EXIT Doors shall remain unlocked for at least 30 seconds. • Unlock on activation of building fire protective signaling system, if provided, any smoke/fire detection system, and/or sprinkler system , if provided. Doors to remain unlocked until protective system is reset.

The second form may be submitted simultaneously with the first, OR if submitted afterward shall reference the approved locking PO#, or denial will most likely result.

LOUISIANA DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONS OFFICE OF STATE FIRE MARSHAL, CODE ENFORCEMENT AND BUILDING SAFETY Special Locking Arrangements in Health Care OccupanciesREQUEST FOR EXEMPTION LETTER FROM THE OWNER • DESCRIPTION OF THE WORK IN THE BUILIDNG • Requires unlocking upon loss of power to the locking/releasing device • Requires unlocking on activation of Fire Alarm system. • Requires remote release of locking, and permanent signage at release location indicating remote control functions. • Automatic relocking is prohibited. A specific action must be taken at the remote release station to re-engage the locks. • Locked doors not in direct view of the remote release station shall have a manual mechanical means of unlocking the door. • Locks must be keyed alike and keys shall be carried by staff at all times • Provide reason that the locking is necessary for patient safety. • Identify the staff/patient ratio in the secured area.
LOUISIANA DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONS OFFICE OF STATE FIRE MARSHAL, CODE ENFORCEMENT AND BUILDING SAFETY Special Locking Arrangements in Health Care Occupancies REQUEST FOR EXEMPTION LOCKING SYSTEM CONTRACTOR / FIRE ALARM SYSTEM CONTRACTOR • Identification of a properly licensed Locking Contractor and a properly licensed Fire Alarm Contractor allows use of the single Access/Delayed Locking Systems “Request for Exemption” form and fee. • Identification of a licensed Locking Contractor ONLY, will require submission of an additional Fire Alarm Exemption Request form and fee to insure that a licensed Fire Alarm contractor is making proper connection of the locking system to the Fire Alarm system. The second form may be submitted simultaneously with the first, OR if submitted afterward shall reference the approved locking PO#, or denial will most likely result.
