Midwest GHG Registry:Key Points • State-initiated effort (8 Midwest States) which began in July 2005 (Joyce Foundation grant) • Primary objective is to provide credible GHG emissions reporting platform • Why? We can only manage what we can measure. • Two basic design options considered (stand alone v. multi-state registry) • Commitment to multi-state process in January 2007

Midwest GHG Registry:Accomplishments • Formed workgroup of state representatives (IL, IN, MI, OH, WI, plus IA, MN, MO) • Consulted with Eastern Climate Registry and California Registry • Hired contractor (WRI) to provide technical support • Prepared papers on major design topics and draft report on GHG emissions in the Midwest • Held meetings/calls with interested stakeholders • 2006: April 12, June 9, July 11, July 26, Sept 13, Oct 23, Dec 12 • 2007: Feb 7

  8. Funding • Received first grant for $100K from Joyce Foundation on July 21, 2005 (project period: Aug 2005 – Aug 2006 [Nov 2006]) • Received second grant for $35K from Energy Foundation on June 20, 2006 (project period: Sept 2006 – Feb 2007) • Need additional funding for implementation phase

Letters of Support • Received letters from six companies: • Waverly Light & Power (July 27, 2006) • NiSource (August 18, 2006) • Baxter Healthcare (September 5, 2006) • Alliant Energy (September 6, 2006) • BP (November 2, 2006) • Abbott (December 15, 2006) • Comments/issues/concerns: • GHG emissions tracking is integral part of GHG management programs • Use formal protocols and accepted accounting principles • Need to link with other registry programs

The Climate Registry: Background • More than 30 states involved with planning for a multi-state registry • 10 Northeastern States • 8 Midwestern States • 13 Western States + California • 2 Southeastern States • Benefits include… • increased participation, standardized best practices, common “currency”, reduced burden on reporting entities, opportunity to establish baseline and document early action • Goal is to launch registry by end of 2007

The Climate Registry: Mission and Purpose • Develop a common system for measuring and storing GHG emission and reduction records of highest quality • Support diverse state climate policies • Create the system and confidence in data to promote linkages between emerging carbon markets (i.e., common currency)
