Partnership to Advance Clean Energy-Deployment (PACE-D)Technical Assistance Program ApurvaChaturvedi Program Specialist, Clean Energy USAID/India August 12, 2014
Snapshot • 5-Year, USD 19.5 million PACE-D Technical Assistance Program • Program formally launched on July 31, 2012 • Being implemented by Nexant and a consortium of Indian and U.S. partners. • Three components of the program: • Energy Efficiency • Renewable Energy and • Cleaner Fossil
Purpose: Improved end-use energy efficiency through scaling up and deployment of energy efficiency technologies • 1. Market Driven Energy Efficiency Technology Deployment • Smart Grid Electric System • Net-Zero Energy Buildings • Heating, Ventilation & Air Conditioning • Waste Heat Utilization • 2.Institutional Development and strengthening of policy framework for EE Deployment • Bureau of Energy Efficiency (BEE) • Indian Smart Grid Task Force (ISGTF) • Energy Efficiency Services Limited (EESL) • Focus states- SDA’s • 3. Technical Assistance & capacity building to develop and implement innovative financing mechanisms • Improve access to finance through development of innovative finance mechanism • Capacity Building of financial stakeholders • 4. Capacity building, education, training, public outreach programs • Technical Assistance • Train-the-trainer • Curricula development • Workshops / Seminars / Conferences • U.S. Study Trips TASKS
WASTE HEAT UTILIZATION (WHU) Program Objective : Support BEE in development and implementation of a national strategy for deployment of low grade WHU technologies • Five Year Implementation Plan • Market Assessment: Potential assessment study for low grade waste heat utilization technologies and current levels of penetration • Technology: Technology development and deployment identified under PACE-D program. • Policy: Development and deployment of strategy and policy (e.g. monetary and fiscal incentive scheme) for accelerated adoption of low grade WHU technologies
WASTE HEAT UTILIZATION (WHU) • Progress till date • WHU potential assessment study • Defining the temperature range • Identification of potential technologies, markets • Cost-Benefit analysis • Preparation of case studies • Recommendations • Background paper on strategy for increased market penetration of WHU technologies. • Compendium of WHU technologies for sugar and textile industries. • Planned activities • Development of policy & strategy • Barrier assessment for target market • Prepare a Barrier analysis report (Technology, Market, Financial) • Develop solution options for barrier mitigation • Develop work plan for market transformation activities • 2. Market transformational activities for target market • Developing a methodology for heat audit for implementation of low temp WHU projects • Setting achievement targets • Preparing case study materials • Organising focused awareness & promotional campaigns –targeted industries & technologies
