Background on the Local Court • NSW Local Court is largest court in Australia. • 144 magistrates dealt with 342,378 matters in 2012. • Criminal matters dominate its workload. • Court presides at 150 different locations. • Need to plan for the workload implications of future population growth, compositional change, and distribution.
Method • Application of latest available criminal conviction rates by age, sex and region to NSW Department of Planning population projections.
Summary of Main Results • If Court jurisdiction and magistrate productivity were to remain constant, the results of the DOP projection realised, and age-specific conviction rates remain constant: • NSW will need 8 more FTE magistrates by 2021 and 22 more by 2036; • All projected additional need will be in Sydney; • Fastest growth in need in Sydney’s outer west ; • Small increases in need on NSW coast; • Decreases in need inland.

Conclusion • The NSW Local Court needs to plan for a significant expansion to its magistrate workforce and for an adjustment to the spatial location of its activities, in particular expanding the services it offers in outer western Sydney.
