Historical • In 2005, at the ASAS-TN2 workshop in Malmö, presentation of “ASAS at ICAO, major achievements in 10 years in Standards, Recommended Practices and Guidance Material” • In 1995, presentation of the ASAS concept at ICAO level. • in September 2003, the 11th Air Navigation Conference endorsed the global ATM concept introducing the separator either airborne or on the ground and agreed upon the ADS-B Concept of use and the ASAS Circular. • In 2004, SCRSP/1 meeting developed Airborne Surveillance work programme including a timeline towards standardization.

Current work within ICAO panels • The Separation and Airspace Safety Panel (SASP) produced ADS-B separation minima enabling the establishment of separation based on ADS-B only and is currently working on ITP parameters. Provisions for PANS-ATM (Doc 4444) • The Operations Panel (OPSP) is responsible for aircraft operations and should be dealing with the introduction of a Cockpit Display of Traffic Information, as well as phraseology for third parties. Current work within ICAO panels • The Aeronautical Surveillance Panel (ASP) is working on ADS-B requirements on 1090 MHz both for ground and airborne perspectives and is also in charge of the development of Required Surveillance Performance (RSP). • The plenary meeting ASP/1 is scheduled for December 08. Annex 10 for high level requirements and detailed specifications in Technical Manual (Doc 9871) a Manual on RSP is under preparation
Required Surveillance Performance (RSP) • ICAO would like to express SARPs in a different way based on required performance for communication, navigation and surveillance systems and for the total system. • After RNP (supported by GNSS, VOR/DME, ILS, DME/DME, RNAV), RSP for surveillance systems are being developed. • OPLINKP/1 (Sept.05) produced a manual on RCP. • SCRSP/1 (Nov.04) produced a framework for the development of RSP addressing surface, air-ground and air-air surveillance.
Required Surveillance Performance (RSP) • It is proposed to express in terms of performance requirements the characteristics of the application, the system and the sub-systems • Main issues are the scope and boundary for RSP: should it include the user, i.e. HMI, interpretation, acknowledgement, action?
Work program on Airborne Surveillance (as agreed by ICAO Air Navigation Commission in 2006) Identified tasks progressed for 2008: Procedures for specification and identification of third parties more difficult than expected with voice. Not ready for 2008 Material relating to the display of ACAS targets on multi-purpose traffic displays proposals for Annex 10 on traffic displays for ASP/1 High level definition of the air derived data reported by aircraft proposals for Annex 10 on ADS-B IN for ASP/1
Future work on Airborne Surveillance(proposed for ASP/2 in 2012) Airborne surveillance SARPs (supporting collision avoidance and separation assurance) Required Surveillance Performance to support airborne surveillance In addition, technical specifications for the use of CDTI for manoeuvres in uncontrolled airspace could be developed In Trail Procedure (ATSA-ITP) Definition of functional requirements for the ITP for 2009 Incorporation of procedures in ICAO material for the ITP for 2010 Merging & Spacing (ASPA-M&S) Spacing standards for M&S and Definition of functional requirements for M&S for 2011 Incorporation of procedures in ICAO material for M&S for 2011
Perspectives & conclusion: ASAS SARPs and PANS • The challenge for ICAO is as follows: how to ensure global interoperability of complex systems such as ASAS without dictating detailed or specific solutions to industry? • For ASAS applications, will RSP and PANS be sufficient to derive architectural solutions? We hope so • Is it preferable to gain some experience with such systems before the standardization ? The answer is YES: TCAS existed then ACAS was standardized and mandated.
Conclusion As they say in ICAO, SARPS will be produced …in due course and …as soon as practicable and permitted by the …Secretariat workload, and the implication of experts. Thank you for you attention
