Cooperation of INTERREG and Tacis • INTERREG and Tacis are 2 different EU instruments for project financing: • the programmes have different goals and criteria • different financial rules and formation of the programmes budgets • in INTERREG the European Commission approves the programme, in Tacis every project is approved • To combine activities of the programmes 2 independent projects should be prepared.
What is Tacis? • The Tacis goal is to support initiatives of the countries – partners to develop the society, based on political freedom and economic prosperity. • Taсis realizes this goal by giving gratuitous financing of know-how transfer in order to support the process of transition to the market economy and democratic society.
The European Union started new stage of the Tacis programme with budget of nearly EURO 3 138 mln for 2000 – 2006. Tacis programme from 2000 till 2006
The basis of the new Regulations is a conception that cooperation is a mutual process and transition from planning based on “requirements” to dialogue-based planning.Tacis organizational flexibility will give an opportunity to render technical aid in accordance with possibilities of every country – partner. Three basic types of programmes: national, interstate and border cooperation programmes, so-called special-purpose subprogrammes (small projects programmes) Tacis programme from 2000 till 2006
Priorities of the Regional cooperation programme for 2000-2006: environmental protection (development and implementation of strategies, strengthening of community role, climate change, water-supply control); networks development (telecommunications, power and transport networks); justice and problems of domestic policy (migration, border services, …) Tacis programme from 2000 till 2006
Priorities of the Border Cooperation Programme: infrastructure of cross-border stations; assistance to environmental protection and natural resources control (preparation of treatment plants projects, control of border rivers resources); support of private sector and assistance in economic development; Small Projects programme (Tacis CBC SPF) Tacis programme from 2000 till 2006
Programme of Border Cooperation Small Projects (Tacis CBC SPF): among the priorities – connection to INTERREG projects (fields – ecology, economy, transport, energy industry, …) Main partners should be local/regional authorities from acceptable areas projects for 12-18 months, grants – EURO 100-200 000 (including equipment and infrastructure); annual rounds of applications reception Tacis programme from 2000 till 2006

Present status: The Action Programmes 2001 of Border Cooperation (EURO 23 mln.) and of Cooperation in the Baltic region (EURO 6 mln.) have been adopted The Action Programmes 2002 are being coordinated Tender procedures on the Actions Programmes 2000 are being completed Tacis programme from 2000 till 2006
