Legislative acts regulating the activities of the Monitoring Committee Articles 63 – 66 of Council Regulation (EC) Nr.1083/2006 of 11 July 2006 set forththe general requirements in respect of the Monitoring Committee, its composition and tasks, and provides that the MC operates in line with its approvedrules of procedure. The EU Structural Funds and Cohesion Fund management law stipulates that the MC acts in accordance with rules of procedure approved by the Cabinet of Ministers. Rules of procedure of MC • The draft Cabinet Regulation “Rules of procedure of the monitoring committee” stipulates: • Composition of the Committee; • Tasks of the Committee (in addition to those provided in the Regulation); • Procedure for organising meetings; • Procedure for approval of minutes; • The task of establishing sub-committees; • Procedure for written decision making. Rules of procedure of the Monitoring Committee • It is planned to describe in the rules of procedure in detail the organisation of work of the Committee, incl.: • Special provisions on composition of the Committee (procedure for evaluation of applications for participation in the Committee with voting rights or in advisory capacity) • Cooperation and division of obligations between the Committee and sub-committees • Procedure for drafting agenda and working documents for a meeting • Procedure for conducting meetings of the Committee • Organisation of extraordinary meetings • Procedure for amending the rules of procedure Managing Authority of the Structural Funds – Ministry of Finance

6. Sub-committees and their rules of procedure • According to the draft rules of procedure of the Monitoring Committee it is planned to establish two sub-committees (according to the Commission DGs involved)– the European Social Fund sub-committee and the ERDF/Cohesion Fund sub-committee • The sub-committees are established to be able more effectively and in shorter period of time review non-horizontal issues that do not require presence of all MC members Managing Authority of the Structural Funds – Ministry of Finance

7. Sub-committees • The main task of the sub-committees is to monitor the implementation of funds at the activity level, incl.: • To follow the implementation progress of activities and provide suggestions for improvement of the implementation; • To monitor the implementation of large-scale projects and provide suggestions for improvement of implementation; • To review evaluations, provide suggestions for conclusions and approve the time schedule of evaluation recommendations to be implemented. 8. Rules of procedure of sub-committees • Each sub-committee shall have its own rules of procedure approved by it, which would stipulate: • Composition of the sub-committee and the procedure for changes to be made in its composition; • Organisation of work of the sub-committee and procedure for conducting meetings; • Tasks of the sub-committee.
