  2. The DFP has indicated that the proposed changes in relation to energy efficiency would, on average, reduce carbon emissions by 25% from previous standards. This will be achieved by improving fabric thermal efficiency, more efficient boilers, service and heating controls, reduction in the level of uncontrolled air leakage and the consideration of the use of renewable technologies. NB – Meeting the U- value targets alone will not necessarily guarantee compliance.

  3. ‘Conservation of Fuel and Power’ On going updates moving towards ‘nearly’ zero carbon homes by 2016 and for non-domestic buildings by 2019 Part F regulations have been consolidated but are mostly unchanged Technical Booklet F1 ‘Conservation of fuel and power in dwellings’ has been revised and updated

Fixed Building Services in new and existing building • Improved standards and improved guidance 1.Improvements to Conservation Measures Every fixed building service, including its controls and installation should comply with the DOMESTIC BUILDING SERVICES COMPLIANCE GUIDE 2010 Main significant change relates to seasonal efficiency of boiler between SEDBUK 2005 & 2009 ie 2 points difference & LEL 75% - fitting or bulb If the boiler is not clearly marked SEDBUK 2009 then assumed SEDBUK 2005 for as built SAP

Only a very small number of existing dwellings will exceed 1,000m2 • (a) An extension • (b) The initial provision of any Fixed Building Service • (c) An increase in the capacity of FBS • Where consequential improvements are required, suitable guidance is given in Technical Booklet F2 Main changes to Part F for dwellings 2. Consequential Improvements applied to Large Dwellings (conservation measures will apply if technically, functionally and economically feasible)

Conservatories no longer exempt if there is a change of Energy Status • Sch 2 Classes of exempted buildings • will only be exempt if it meets the following additional criteria:- • (d) The thermal performance of the building is retained • (e) The buildings heating or cooling system is not extended into it • (f) A fixed combustion appliance or fixed cooling appliance is not installed • Will Not Be Exempt - Where the thermal separation is removed or where new heating or cooling (e.g. stove or radiators etc.) is provided then energy conservation standards will apply • Alternatively compensating provisions should be made to the existing dwelling

Notice of Air Pressure Test Regulation 44 • The person carrying out the work shall give, not more than 5 days after completion of the testing, a notice in writing to the district council stating the result of the air pressure test to be provided • 5. Notice of Commissioning Regulation 45 • The person carrying out the work shall give, not more than 5 days after completion of the commissioning, a notice in writing to (a) The building owner stating that the commissioning has been carried out (b) The District Council that (a) has been done • Notice of Emission Rate Regulation 46 • The person carrying out the work shall give, not more than 5 days after completion a notice in writing to the district council stating the • TER (b) DER (c) List of specifications to which the building is constructed where these differ from the design specifications

Main changes to Part F2 • An aggregated 25% improvement is applied across the non- domestic buildings sector • SBEM 2010 (4.1d E & W) or an approved DSM • TER based on a building of same shape and size but with defined standards • Improved guidance is given for shell and core developments and for first fit-out work2.14-2.19 SBEM to be provided for ALL Modular or Portable Building whether new or not 2.20-2.22 Shell & Core Building still require SBEM assuming service efficiencies to ensure first fit-out compliance Improved guidance is given on limiting thermal bridging - party wall bypass is addressed

Main changes to Part F2 • Improved guidance is given on the commissioning • of fixed building services- All efficiencies ( ie heating, cooling, lighting etc..) are covered in - • • New Non-Domestic Building Services • Compliance Guide 2010 • Controls to comply with 2.49 (i.e. controlled zones) • • A U-value 0.25W/m2.K is set for swimming pool basins – SBEM will assume no basin and include this as a room 2.26

Main changes to Part F2 Summary • Standards are improved by 25% across the board • There are new versions of, SBEM (2010) and the DSMs • The party wall bypass has to be addressed as part of compliance •There is expanded guidance on low energy buildings, shell and core, first fit out and building services etc

Part L • What are the changes? • • Inclusion of Carbon Monoxide alarms/detectors in • dwellings(Reg 72) • • require additional ventilation in more air tight homes; • • give specific mention of solid biofuel; • • clarification of flue requirements for solid biofuel; • clarification of clearance requirements for solid biofuel (to • prevent accidental ignition of adjacent materials); • • guidance for concealed flues; and • • provision of a method for the detection and warning • of presence of CO

Part L • What are the changes? • Concealed flues 2.39 • Means of Access at “strategic locations” • Flue continuous, joints appropriately sealed, adequately • supported, suitable gradient or backfall /drain points • Should not pass through another premises • Should not impair fire thermal or acoustic requirements & • fitted with resilient seals /isolation to structure • Hatch not less than 300mm x 300mm • New Diagram 2.6 as reference
