Montgomery County Government Occupational Medical Services “For Cause” Drug/Alcohol Testing -Non-DOT • Supervisors must: • observe employee directly • confer with another supervisor • document observations • meet with employee and tell is to be tested • escort employee for testing • arrange transport home after testing Is this for Cause? Supervisor contacts OMS that an employee may be under the influence of alcohol or drugs NO OMS advises as appropriate YES Supervisors should call 240-994-4098, identify themselves as MC employee, give name of employee to be tested and estimate the time of arrival for testing and arrange to meet at 255 Rockville Pike, Suite 125 for testing. • OMS Instructs Supervisor: • Give copy of Section 32 of Personnel • Regulations to employee • Obtain employee’s permission to obtain • specimen and to release information • Bring copy to OMS • OMS holds for MRO review & report • Accompany employee to OMS for test • 6. Arrange safe transport home for employee Test results positive? Note: Results of breath alcohol testing are given immediately NO YES OMS can phone Supervisor to inform OMS submits written report of results to Departmental Director or her/his designee indicated in writing MRO interviews employee to confirm Note: Supervisor’s observations must be articulable (specific and clear) and contemporaneous (in real time) Once the employee is allowed to leave the workplace, testing cannot be done
