2. What was the first constitution of the United States called? • Articles of Confederation • Article I. The Stile of this Confederacy shall be "The United States of America."
3. What is a “confederation”? It is a group of people of states that come together for a common purpose. Article III. 4. The Articles set up a one house legislature in which each state had one vote. Article V • Each State shall maintain its own delegates in a meeting of the States, and while they act as members of the committee of the States. • In determining questions in the united States, in Congress assembled, each State shall have one vote.
Did you know? George Washington might had been our first president, but he did not start until 1789. We had no president under the Articles of Confederation!
5. What two powers did the states refuse to give to Congress? • Power to tax • Power to enforce laws
6. By 1781 all 13 states had ratified the Articles of Confederation
7. In what ways were the Articles of Confederation weak? • Needed 9 states to agree to pass a law • All 13 states had to agree to amend the Articles • Congress could not enforce laws • No governor or court system
Why did the Congress set up a form of government with the Articles of Confederation that was weak in so many areas?
8. The country faced serious financial troubles. Unable to collecttaxes , the Congress had to borrow money.
9. What factors led to Shay’s Rebellion? • Public insecurity • Heavy taxes • Loss of farms and money (property)
10. In 1787, 12 of the states sent delegates to a meeting in Philadelphia to revise the Articles of Confederation. This leads to the Constitutional Convention.
