  3. Title: Articles of Confederation Essential Questions • What is the Articles of Confederation? • What were some of the weaknesses of the Articles that led to the writing of a new constitution?

  4. Preview Activity Task: Your group is going to establish a colony anywhere in the universe. Decide on answers to the following questions: • Where will it be? • What will it be named? • List 3 rules for your colony. • What type of government will it have • Who will lead? How will you decide who will lead? • Create a national symbol (s) (examples: animal, flower, flag…) 2. Make a flag to represent your colony.

Loosely stated, the Articles are an agreement between states to “do what is needed” without anyone to oversee them. • The reason was that the states were nervous of anyone or state having power. • They had just overthrown a King, they were scared to set up a new kingship, so they created a weak government, which was soon changed…

Warm-up • Be in your seat by the time the bell rings with your notebook. • Have your notebook opened to the Articles of Confederation reading assignment you were doing at the end of last class • Blocks 2 and 3 • You need to start out by getting your partner folder from last class. • We need to finish the Declaration of Independence first.

  10. 1. What was one thing the individual states could not do on their own? Raise and maintain a large army to fight the British

  11. 2. What was the first constitution of the United States called? • Articles of Confederation • Article I. The Stile of this Confederacy shall be "The United States of America."

  12. 3. What is a “confederation”? It is a group of people of states that come together for a common purpose. Article III. The said States hereby severally enter into a firm league of friendship with each other, for their common defense, the security of their liberties, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them…

  13. 4. The Articles set up a one house legislature in which each state had one vote. Article V • Each State shall maintain its own delegates in a meeting of the States, and while they act as members of the committee of the States. • In determining questions in the united States, in Congress assembled, each State shall have one vote.

  14. Did you know? George Washington might had been our first president, but he did not start until 1789. We had no president under the Articles of Confederation!

  15. 5. What two powers did the states refuse to give to Congress? • Power to tax • Power to enforce laws

  16. 6. By 1781 all 13 states had ratified the Articles of Confederation

  17. 7. In what ways were the Articles of Confederation weak? • Needed 9 states to agree to pass a law • All 13 states had to agree to amend the Articles • Congress could not enforce laws • No governor or court system

  18. Why did the Congress set up a form of government with the Articles of Confederation that was weak in so many areas?

  19. 8. The country faced serious financial troubles. Unable to collecttaxes , the Congress had to borrow money.

  20. 9. What factors led to Shay’s Rebellion? • Public insecurity • Heavy taxes • Loss of farms and money (property)

  21. 10. In 1787, 12 of the states sent delegates to a meeting in Philadelphia to revise the Articles of Confederation. This leads to the Constitutional Convention.

Articles of Confederation Notes • Established the first form of national government for the independent states • Maintained that major powers resided (stayed) with the states • Created a weak central government (no power to tax or enforce laws) • Led to the writing of the U.S. Constitution Write your conclusion
