Target Capability List • Approached by Tom St Onge working for CRTI and asked to be the Chair person of the Explosives component of CBRNe. • Identify members in the explosives community who would assist with the undertaking of creating/making a Canadian version of Target Capability List. • Tom attended CETA, the Canadian Explosives Technicians Association monthly meeting and presented his proposal and asked for buy in as well as participation from CETA members. • CETA took ownership of the Law Enforcement component. • Got numerous people to volunteer • Picked a date for the first meeting

Meetings Initial in Nov 08 at CETA Workshops in Collingwood ( Jan ) and Windsor ( Apr ) to discuss and get further buy in from various organizations. Focus meeting in Toronto, May 09
Target Capability List Decide on the product to be produced Looked at what had been done up to that point. What was the best way forward? Attempt to make a separate Canadian document. Was it “ better “ to take what existed and make it Canadian.
Target Capability List Realized for several reasons it was better to take the American TCL and make it Canadian. Would take years to create a purely Canadian document. Interoperability with the US is important Wanted a common language,( type 1 Explosives, HazMat or EMS team in Canada is the same as a type 1 Team in the US)
Plan Primary goal was to make Canadian the Hazardous Device Response Capability Take ownership of the capabilities that were primarily Law Enforcement related. Look at other Capabilities to see if they contained parts that required clarification.
Summary • Nearly completed all 37 Capabilities • Creating a new Capability “ Multi-Agency CBRNE Incident Response. This new capability reflects the Canadian approach to CBRNe response.
