  3. In February, the ELC Board of Directors locally approved an increase in School Readiness provider reimbursement rates. This rate increase needed approval by the Office of Early Learning before it could be implemented.

  6. The balanced approach • Dilemma of payment increases vs. services to children • Multi-faceted approach • Minimum 5% rate increase (to the established maximum rates) in provider rates (sustainable for 14.15) • Continue to enroll from the waiting list at current rate

Legislative update • HB 7069 and SB 1702 are making their way through the legislative process • Will be going to conference next • Primary focus is on addressing health and safety issues as well as child care personnel requirements • Evident theme of it being a privilege and a business decision to accept state and federal dollars

  9. Bill analysis(house staff) Concern: • “The child health and safety standards applicable to each provider type and the degree to which minimum levels of health and safety are inspected and enforced vary widely”

  10. Bill analysis What the bill does: • Private providers are to be licensed; if they are a license-exempt faith-based provider or nonpublic school, the must agree to substantially comply with licensing standards and submit to inspections by DCF

Bill analysis (as summarized by house staff) • Providers are to notify parents of health and safety violations and prominently post citations that result in disciplinary action (Amendment: in languages parents can understand) • Providers with Class 1 violations in the previous year are denied program eligibility unless certain requirements are met • Personnel must be at least 18 years of age and hold a high school diploma or equivalent (January 1, 2016)

Bill analysis • Personnel to be trained in first aid and CPR (January 1, 2015) • Personnel to be trained on developmentally appropriate practices aligned to the age served by the personnel • OEL to develop online training on the SR performance standards and child care personnel to complete the training

  13. Bill analysis • Failure to report child abuse added as a disqualifying offense • Requires employment history checks • Limitations on transferring ownership to relatives in order to remain in business • Requires substitutes of FCCHs to meet same training requirements as the operator

Bill analysis • Change in name from the School Readiness program to the Child Care and Development Program • Influenza information to be given to parents by the provider at the time of enrollment • Requires VPK providers to give parents information about the program (daily schedule, attendance policy, curriculum, expectations for parent engagement)

VPK Readiness Rates • The VPK Provider Kindergarten Readiness Rate measures how well a VPK provider prepares four-year-olds to be ready for kindergarten based upon the Florida Early Learning and Developmental Standards for Four-Year Olds. The VPK Standards describe what four-year-old children should know and be able to do by the end of their prekindergarten year.

VPK Readiness Rates Verification process Before Readiness Rates are finalized, providers and the Coalition are asked to: • Review the list of children served in their program and submit corrected information if there are changes to the name, gender, date of birth or the number of hours each child attended. If a child has not been matched to their kindergarten screening results, providers may also submit information concerning the child’s kindergarten attendance to assist the Department in the matching process. • Coalitions review the information submitted and accept or decline any changes to the attendance data.

VPK Readiness Rates Verification process Providers may also file a Dispute if they believe there are inaccuracies in: • The number of children served • The number of children meeting substantial completion • The number of children screened on any measure • The number of children in the readiness rate calculation • Change of ownership during the program period

  22. VPK readiness rateverification process Once all changes have been made the State Board of Education (SBOE) sets the minimum readiness rate. VPK providers who do not meet the minimum rate are designated as a Provider on Probation (POP) and must acknowledge their status and develop and submit an improvement plan.

  23. VPK readiness rateverification process • Of the 189 School Year VPK providers, 98 completed the online verification process (52%) • Of the 7 Summer VPK providers, 6 completed the online verification process (86%) Accounting for all providers, 53% completed the online verification process

  30. T.E.A.C.H. General Information The Teacher Education and Compensation Helps (T.E.A.C.H.) Early Childhood® Scholarship Program provides scholarships for early care educators and center directors to work towards earning an Associate's degree or credentials in early childhood education. It is funded by the Florida Office of Early Learning and involves a three-way partnership for the sharing of expenses by the caregiver receiving the scholarship, the sponsoring child care center or family child care home and T.E.A.C.H. The T.E.A.C.H. program works with 48 colleges, universities and vocational technical schools throughout the state as well as 14 community-based training institutions. Under management of the Forum, the Florida T.E.A.C.H. Early Childhood® Scholarship Program serves as an umbrella for a variety of educational scholarship opportunities for people working in early care and education programs. DOT Information Requirements for a DOT number Your company is required to obtain a USDOT number and display it on all your commercial motor vehicles (CMV's) if your company operates a CMV that is designed to transport nine (9) or more passengers. There is no cost for obtaining a USDOT number. Once your application is received and processed, a letter assigning a Florida USDOT number, along with information on how it is to be displayed on all applicable vehicles, will be returned to you. This process will take approximately 2-3 weeks. DOT Information Once you have your DOT number You will need to mark ALL vehicles that require your DOT# with the following: Company Name (Legal or DBA) USDOT# (ex: USDOT 12345FL) City/State (You can provide your entire address if you so choose) This information must be on both sides of the vehicle, legible from 50ft away, and in contrasting colors. You will need to attend a New Entrant Safety Seminar within 180 days of the issuance of your USDOT Identification Number. You will need to update your MCS-150 Form every  two years. Even if all of your information stays the same, you must update the form to stay in compliance.

DOT Information Failure to register and obtain the above DOT number and clearly display the number on all applicable vehicles will result in civil penalties to include: A $500.00 fine per occurrence for operating without registering for an interstate or intrastate DOT number pursuant to F.S. 316.3025(3)(d) (2).   35. VPK Enrollment Changes Current email address is required. Reimbursement/Finance Departments will be sending email notifications regarding missing documents, desk review selection, etc. Desk Review Attendance Monitoring • VPK: Selected providers have been notified, we are in process of conducting attendance monitoring using documents provided. Results will be sent to providers as monitoring is completed. Beginning next fiscal year, providers with 2 or less VPK classrooms will be monitored using desk review process. Those with 3 or more classrooms will have their attendance monitored onsite with their program monitoring. • SR: Providers will be notified to send in parent sign-in/out sheets with attendance sheets. There will be some providers chosen to submit with April reimbursement, May reimbursement and June reimbursement. Beginning next fiscal year, all SR attendance monitoring will be done using the desk review process. Payment will not be processed if attendance monitoring documents are not received. VPK-04 Delayed Enrollment Forms are no longer necessary.

CCR&R Provider Update Forms • Florida Statute 402.27(10) requires that all licensed programs comply in providing their local Child Care Resource and Referral (CCR&R) office with basic information on an annual basis. • Only those providers that comply with this requirement will be included on the referral lists provided to the families that contact CCR&R, per the State rule. • The Child Care Resource & Referral (CCR&R) Provider Update Forms were handed out during the Fall 2013 Mandatory Provider Update Meeting and not all providers have submitted their forms.   • School Readiness and VPK providers contracted with ELC are required to complete this form once a year.  (The Opt-Out does not apply to contracted providers.)
