RECOMMENDATIONS • Independence • Separate line ministries • Appointment / removal of councillors by organ of state other than the line ministry • Performance management system overseen by non-line ministry • ICASA should have the sole discretion to appoint non-SA consultants SNO
RECOMMENDATIONS • Capacity / financing • ICASA to retain portion of licence fees [PFMA, s13(3)] OR • Budget determined by a different organ of state from line ministry responsible for shareholder management function (Ministry of Finance only?) SNO
