  2. Independent Evaluator • Introductions • Purpose: Obtain MB decisions on key challenges recommendations and to finalize the CBP Partner suggested responses • November 4, 2011, deadline

Independent Evaluator • Action Team recommendation to disband and further work to be completed by: • BMP Effectiveness/Monitoring – STAR • BMP Effectiveness/Tracking and Accountability – WQ GIT and its source sector workgroups as appropriate • Adaptive Management – GIT 6 lead in coordination with WQ GIT, the states where appropriate • Modeling Laboratory – new Modeling Laboratory Action Team. • Ongoing Function of the Independent Evaluator – GIT 6 lead in coordination with CAC, STAC, and LGAC (if interested)

MB Decisions on BMP Effectiveness • Decisions sought from MB on BMP Effectiveness: • Adopt and advance Action Team recommendations for BMP Effectiveness to PSC for final deliberations and decisions. • Assign STAR the lead responsibility for carrying out the BMP Effectiveness – Monitoring recommendations. • Assign the WQ GIT and its source sector workgroups as appropriate, with the responsibility for carrying out the BMP Effectiveness - Tracking and Accountability recommendations. • Request STAR and WQ GIT provide separate work plans and time lines for completing the assigned recommendations to the MB by January 2012.

MB Decisions on Adaptive Management • Decisions sought from MB on Adaptive Management: • Adopt and advance the Action Team recommendations for Adaptive Management to PSC. • Assign GIT 6 with the responsibility for carrying out the Adaptive Management recommendations. • Request GIT 6 provide a work plan and time line for completing the assigned Adaptive Management recommendations to the MB by January 2012.

MB Decisions on Modeling Lab • Decisions sought from MB on the Modeling Laboratory: • Adopt and advance the Action Team Modeling Laboratory recommendations to the PSC. • Establish a new Modeling Laboratory Action Team, reporting to the MB, and charged with the responsibility outlined by the Action Team in the Key Challenges document. • Request a work plan and time line from the new Modeling Laboratory Action Team by the January 2012 MB meeting for completing the Modeling Laboratory recommendations.

  7. MD Decisions on Ongoing Function of Independent Evaluator • Decisions sought from MB on the Ongoing Function of the Independent Evaluator: • Adopt and advance the Action Team recommendation for the ongoing function of the Independent Evaluator to the PSC. • Assign GIT 6 with the lead responsibility, in coordination with CAC, STAC, and LGAC (based on LGAC interest), for completing the required analysis to establish an Independent Evaluator. • Request GIT 6 provide a work plan and time line for the MB, by January 2012, that outlines the steps for completing the analysis work. The work plan and time line shall define a date by when the Independent Evaluator will be established.

MB Decision on CBP Suggested Responses Documentation • Decision sought from the MB on the CBP Partner Suggested Responses to May 2011 NRC Report Document: • Recommend to the PSC that this document is final and contains the suggested responses from the Partnership; post on the Partnership’s web site along with the link to the NRC’s Report.
