Anti-Corruption Types of UNDP interventions (evolving): • Public awareness-raising, advocacy and education • Facilitating participatory process to develop national strategies • Capacity building of dedicated AC institution or sector specific strengthening (e.g. audit, customs) • Local accountability (e.g. participatory budgeting) • Strengthening domestic AC legal frameworks viz UNCAC/int’l commitments & as basis for national strategies

Anti-Corruption UNDP Experience: Mixed results - Catalytic initiatives  Leveraged resources  Built momentum • Political tokenism / poor absorptive capacity  Stalled or Mismanaged  greater public cynicism • UNDP “straight jacketed” by its political neutrality  unable to push for implementation of policies

Anti-Corruption Emerging opportunities: - Internal accountability - Post-conflict situations • UN Convention against Corruption • Building on lessons in local accountability • Working with judicial and legislative branches • Mobilizing public and citizenry (esp. when no political will)  Using accountability and transparency as the entry point for Public Administration Reform

  5. Anti-Corruption Other emerging areas (UNDP has yet to capture): • Measurement of corruption • Corruption in procurement and public contracting • Engaging private sector • Dealing with organized crime (as part of re-establishing rule of law in post-conflict or emerging crisis situations)
