FCC 13-100: The Future of E-rate What is FCC 13-100? • On July 23, 2013 the FCC released a Notice of Proposed Rulemaking (NPRM) to exploremodernizing E-rate and distributing its funds more effectively • The NRPM is a request for comment by E-rate stakeholders about potential changes to improve the effect of E-rate on digital learning. • Comments due September 16th. FCC will reply by October 16th
The Future of E-rate: Some Proposed NPRM Changes: • Replace P1/P2 system with “Whole Networks” • Support1:1 device and BYOD initiatives for all schools • Temporary removalof E-rate cap • Support ConnectED objectives: 99% @ 1Gbps Target in 5 yrs. • High-speed wireless • Level Playing field for rural students • Eliminate the discount matrix and redistribute funds: • Fixed budget and/or Per Student with additional funding possibility for Rural and low-income populations
Grant Opportunities In Addition to E-rate: Grant Programs Follow Annual Cycles • Application Window opens when a program’s Funding Availability Announcement (FOA) is made and closes when the Application is Due • Awards are Announced after all applications have been received and reviewed • The SOW/BOM Generatedaspart of the application process is implemented
