  2. Introduction - The major motive of public procurement is to satisfy public interest - Public procurement is a good indicator of good governance - Public procurement is a prerequisite to achieving millennium goals Lemigo Hotel, Kigali

Impact of misprocurement • Acquisition of unnecessary purchases • Poor specifications and terms of reference lead to acquisition of sub-standard goods and services • Too much financial burden on the Government • It can lead to negative impact on the environment - Does not encourage competition Lemigo Hotel, Kigali

Rwandan context • There has been positive change in procurement since the establishment of the Rwanda Public Procurement Agency (RPPA/Law n° 63/2007) in replacement of the National Tender Board (NTB) • Unlike NTB whose role was to award and monitor proceedings of public procurement, the RPPA mainly focuses on regulatory measures, monitoring and building capacity in public procuring entities. • Though NTB contributed a lot in improving the procurement system in Rwanda, it was very crucial to reform the institution to make it more decentralized. Rwanda Public ProcurementLegal Framework Legal and regulatory frameworks of the Public Procurement System are in place in Rwanda and all procurement-related laws are published on the RPPA website: - Establishment regulations on public procurement and standard bidding documents; - Establishing the professional code of ethics governing public agents involved in public procurement; - Law on public procurement; Law establishing and determining the organization functioning and responsibilities of Rwanda Lemigo Hotel, Kigali

  6. Practices that could create loopholes - Frequency of urgent tenders • Inadequate Access to Information • Preferences to Selected Bidders - Participation of Official-Owned Companies Lemigo Hotel, Kigali

Recommendations • Encourage use of E-Procurement so as to reduce the cost of recording and logging information at each stage of the process and also facilitates information accessibility. • This will lead to increased transparency and thus less room for collusion • We believe that e-Procurement can bring significant benefits in terms of reducing corruption, increasing integrity and transparency of public procurement if implemented correctly.
