NRC Low-Level Radioactive Waste Program: Key Activities and Projected Milestones • Large scale blending of LLRW – Issued interim guidance in 3/2011 • LLRW Storage Guidance Working Group – Issued Regulatory Issue Summary (RIS) on storage in 8/2011 • Revisions to Branch Technical Position (BTP) on Concentration Averaging – Issue draft BTP in 9/2011 and final BTP by 6/2012 • Part 61 limited rulemaking - Site specific analysis for demonstrating compliance with the performance objective in Part 61 – Commission paper expected by 12/2011 and proposed final rule by 12/2012 • Proposed approach to risk-informed, performance-based revisions to Part 61 – Commission paper expected by 12/2012 • Volume Reduction Policy Statement (VRPS) – issue draft VRPS by 10/2011 and final VRPS by 12/2012 * NRC documents are available via https://www.nrc.gov Agency-wide Documents Access Management System (ADAMS)

  2. Proposed Revisions to Part 61 Regulations(SECY-10-0165) • Emergence of potential waste streams not considered in the original Part 61 rulemaking • DOE’s increasing use of commercial facilities • Extensive international operating experience in the management of waste

  3. Proposed Options for Revising Part 61 1. Risk-inform waste class -Limited to waste classification tables 1&2 of 61.55 -Apply ICRP Pub 103 (ICRP, 2007) -Add uranium to waste classification tables 2. Comprehensive Revision -Revise entire Part 61 regulations -Includes both existing and emerging waste streams 3. Site-specific Waste Acceptance Criteria -Adopt site specific WAC for each facility -No waste classification tables 4. International Alignment -Adopt IAEA GSG-1 recommendations -Includes a new category of exempt waste -No waste classification tables 5. Maintain Status Quo -No changes other than the limited rulemaking
