Lancaster County Outreach Project The Lancaster County Outreach Project has been formed to help provide essential resources for children in foster care and the abused and neglected children of Lancaster County. Currently, there are around 500 children in our county that DSS has in foster care, alternative care, or treatment/protective care. These kids often have no more than the clothes on their backs. This program provides resources and opportunities for a segment that is underserved. This initiative, originally funded by the Office of Victims of Crime, is an replication grant of the HALOS project in Charleston. The project just began in April 2009 and by the end of 2011 7000 requests impacting 900 children had been fulfilled. Donna Bender is the project coordinator for this program.
