About the Town Hillsborough is a residential community located on the San Francisco peninsula, immediately west of Burlingame:
Square miles: 6.23 • Population: 11,000 • Residential properties: 4,200 • Commercial properties: 3 • Smallest residential lot size: 1/2 acre • Average home price in 2007: $2.6 million • Schools: 5 About the Town Statistics:
Residential community. No commercial sector. • Lots of construction activity. Continues to be strong. • Very large residential structures = high C&D tonnage and multi-year building projects. • C&D debris is approximately 35% of the Town’s total generated waste. About the Town Waste stream characterization:
Building and demo permits require a Waste Reduction Plan (WRP). Separate plans are required for house demolition and new construction. • No specific diversion requirement. Building Official or designee must approve Waste Reduction Plan. • Must use an approved debris box company and mixed debris processing facility. The Town has non-exclusive performance agreements regarding handling of mixed debris. (Source separated materials can go to any recycling facility.) Hillsborough’s C&D Program Hillsborough adopted a C&D Resolution in 1999 and a C&D Ordinance in December 2001. Key features include:
A Diversion Summary Report is required prior to final inspection. Weight tickets and salvage receipts must be submitted. • The Waste Reduction Plan and the Diversion Summary Report must correlate. Emphasis on promoting highest and best use of materials: 1) deconstruction, 2) source separation, 3) mixed debris. • ADC does not count as diversion. • Largest focus on largest projects (WRP vs. Short Form). • Project and program diversion tracking. Hillsborough’s C&D Program Program features (cont.): Over 1,400 new home, demolition or major remodel construction projects have submitted WRPs and documented diversion from landfills.

At least 58,000 tons (250,000 cubic yards) of documented C&D material diverted (Long Form). Thousands of other smaller projects (e.g., bathroom 250,000 cubic yards of debris piled onto an NFL football field, including both end zones, would stand 120 feet tall or over 10 stories high.
The Town has integrated the C&D program into the CRW permit system at critical review and inspection touch points. An ordinance-covered project cannot receive: • Building/demolition permit prior to having an approved WRP(s). • Final inspection prior to submittal and review of the Diversion Summary Report and weight tickets. • Best to integrate C&D project tracking and reporting features during building permit system design phase. Green Building in Hillsborough • Green Building program initiated in January 2008. • All permits that require WRP must submit Build It Green checklist. • No minimum point requirement—voluntary program. • Gathering data: expect program to move to mandatory for private sector (ordinance). Mandatory civic ordinance and resolution for private sector voluntary measures:
