Digital Government Strategic Framework 2019 - 2024 • Government approved the first ever Digital Strategic Framework in January 2019. • Framework outlined these Digital Guiding Principles: • Security • Connectivity • Interoperability • Portability • Innovation • Accessibility • Customer Focus • Standardization • Redundancy • Holistic (whole of Government) approach
Preparatory Phase for Digital Services Infrastructure for Information Sharing Platform • In 2016 the Cabinet approved a Digital Platform project known as the National Information Communication Technology (NICT) Project. – • Network Backbone • Secured Fibre IP Network • Applications and Security • Datacentre • Cloud services • Telecommunication • Unify Communication system
Digital Government Support Project – World Bank • World Bank board approved the Tonga Digital Government Support Project (US$4.65mn) in May 2019 • Component 1 includes support for amending CR and ID laws, and development of a general data protection law, plus related legislation on cybersecurity and electronic transactions. This is critically important legislation for Tonga to support broader development of the digital economy and digital government • Components 2 and 4 include support for develop of a Government digital platform to provide services online (including support for Government Enterprise Architecture, Cybersecurity (technical) and Digital Government Infrastructure
Digital Government Support Project – World Bank • World Bank board approved the Tonga Digital Government Support Project (US$4.65mn) in May 2019 • Component 3 includes support for strengthening civil registry and national ID software: • CR (Ministry of Justice): Linking birth, death and marriage records on the same person; assigning UIN at birth registration; receiving notifications from health sector • ID (Lord Privy Seal): Enabling identity authentication by third parties (e.g. banks, ministries) • CR-ID (LPS and MOJ): Establishing link, for identity proofing and assigning UIN Status: Government to begin procurement of technical and legal advisors for components 1 and 3 ASAP
