  1. Navigation Systems PATON Verification Operational Guide 1 with voice over on each slide. Click on the icon to hear the presentation after you read the slide.   2. Reporting Data to any Federal Agency • In order for your reports to be usable to the Coast Guard or NOAA, you must always provide: Evidencethat all your electronic measuring equipment has been pre-calibrated and operating accurately. Evidencethat your electronic measuring equipment is operating accurately when used to acquire data. Evidencethat you are reporting the correct aid.

  3. Selecting PATONs for verification. • Log on to the PATON System

  4. Locating a scheduled PATON • The PATON system’s annual verification plan is now built into the system itself.

  5. Selecting a PATON for Check Out • Schedule a PATON by just clicking on the small box at the left.

  6. Checking out the PATON(s) • Click on the “CHECK OUT” button at top left.

  8. Minimizing Mechanical Errors • Effective use of a GPS. • Insuring the use of current documentation. • Effective use of an Echo Sounder. • Understanding PATON specifications. • Use of the “Corrected Light List.” • What’s available on the “Open/CPN on-line NOAA charts.”

GPS Accuracy Issues • WAASon your GPS is enabled. • Heading on your GPS is set to TRUE. • LAT/LONG expression on your GPS is set to: “DD-MM-SS.SS N / DDD-MM-SS.SS W” • GPS Horizontal DATUM is set to WGS84or NAD83 depending on the NOAA chart you are using. • Accuracy pre-check is performed and recorded against a fixed position or another GPS. • GPS is operating in 3D (reading 4 or more satellites) while on scene when the reported fix is being taken.

Documentation Support • One Page Verification Report. • Available from the on-line PATON System by clicking on the PATON’s name. • Provides the specification, Google location and photo of aid. • Print out and use as reference and to record your observations. • Copy of the “Corrected Light List.” • Available for download from the NS Web Site. • [www.uscgaan.com] • “Open/CPN NOAA Chart” of the area. • Available for download from the NS Web Site. • [www.uscgaan.com]

  11. Before the patrol, compare Permit to Light List A copy from the PATON Permit Listing. A copy from the “Corrected Light List” Important Duration information

  12. Check the PATON’s specification against the Light List and the NOAA chart before the patrol. Preprint copies of this report and use it for printing copies of the “One Page Verification Report” Use this two-sided report as reference and for recording your observations when on-scene at the PATON.

  13. Print out and check the aid’s specifications shown on this report against your on-scene observation at the aid.

  15. Pre-check your Light List and Charted data before the patrol to save time when on scene. The shaded fields require data while you are on scene at the aid.

  16. On Line “Corrected Light List” Latest LNM date reference. The primary reference for the correct Latitude and Longitude of a private aid is found in the PATON Systems specification record not the Light List.

  17. Seasonal PATONs • Means that this aid will be pulled for the winter and reset in the spring. • Some Aquaculture Aids are set in the Fall and pulled in the Spring or on other odd dates. • Pay close attention to the position of all seasonal lateral aids. • The “Off Station” criterion is only 50 feet. • Seasonal Lateral aids are the source of most of the Private Aid Local Notices to Mariners reports.

  18. Duration of a PATON Check the SetandPulldates on all “Seasonal” designated PATONs. If you are verifying the aid before the SET date or after the PULL date, this aid should be missing per the PATON’s permit specification. Plan to only verify when the aid is established. When the Duration is wrong or the Set and Pull dates are in error, report this information in the AV Observationfield on the 7054 AV Verification Report.

  19. Finding the PATON • Check whether the aid is “Seasonal.” Be sure you are within the duration (deployment) dates. • If the aid is charted, you can navigate by Open/CPA NOAA chart to the aid’s position. • Reference the GOOGLE screenon the “One Page Verification Report” to locate the aid. • Enter the aid as a Waypoint on your GPS, and use the “GOTO” command to get to aid’s permitted location. • Search the immediate area around the aid’s reported location. If not found, report the aid as missing.
