PHILIS 1 • 2004 - Originally, DHS-led initiative to produce a high-throughput screening system (original goal: 1000 samples/24 hrs) designed to identify and quantify Toxic Industrial Chemicals (TICs) and CWAs above permissible exposure limits (PEL) • Field Testing of 3 Prototype Designs completed July 2005 • All vendors failed field test in both number of samples and accurate identification of compounds • EPA expressed concerns that we did not wish to sacrifice quality for quantity • Department of Homeland Security (DHS) and EPA signed MOU for transfer residual PHILIS-1 equipment, and the development of new PHILIS 2 system • PHILIS 1 assets used to construct PHILIS 2 prototype mobile laboratories – PHILIS 2 completed and delivered to EPA’s National Decontamination Team (NDT) on April 2008 Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

Migrate PHILIS 1 to PHILIS 2 • The best aspects of the three PHILIS 1 systems were used to construct the new PHILIS 2 prototype (PHILBERT) • GC/MS w/FPD • Pressurized solvent extraction sample prep (PSE) • LC/MS-MS added • LIMS • The remaining PHILIS 1 assets were used as a starting point to construct new PHILBERT systems (pending in NJ and CO) • 10 – GC/MS systems (NJ) • 1 – LC/MS-MS added (NJ) • 2 - P & T systems added (NJ) • 3 – TOF GC/MS systems (CO) • SPE sample prep (CO) Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

  4. PHILIS 1 - NJ • PHILIS 1 vehicles arrived in Edison, NJ in July 2007. Currently running under temporary shore power and shelter. • OEM will be responsible for operation and maintenance of PHILIS units, Region 2 providing warehouse/office space. • Renovations to warehouse to begin November 2008 • Currently capable of only analyzing TICs (method 8260/8270) • Edison unit includes 10 GC/MS instruments and a sample prep trailer. Two P & T, LC/MS-MS recently (October 2008) added. • A Sample Log-in Area (SLA) trailer needed • NDT will work with ERT and Region 2 emergency response program and laboratory on initial set up of lab. PHILIS Status - NJ • Have – Modified PHILIS 1 Systems • 2 – 24’ bed lab trucks (APL01-VOCs, APL02-SVOCs) • 1 – 24’ bed 5th wheel trailer w/Ford 550 for sample prep (SPA) • 1 – 12’ bed refrigerated box truck • 10 – GC/MS systems • 2 – P&T systems for VOCs • 1 – LC/MS-MS system (not in PHILIS, in Region 2 fixed laboratory) • Need - Permanent shore power and shelter solution • Support offices, storage, meeting/training rooms • Automated sample prep for SVOCs • HVAC renovations as per H&S requirements (if required) • Link in with Region 2 and EPA’s Lab Response Corps • SLA trailer w/UDA CWA standards secure room • LIMS upgrade Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

PHILIS 1 – CO • Denver PHILIS unit includes sample prep trailer and mobile laboratory bus with 3 time of flight (TOF) GC/MS systems. • OEM will be responsible for operation and maintenance of PHILIS unit. • Warehouse lease procurement currently underway • Projected move date to CO warehouse January 2009, linking with NCERT for shared warehouse/office space • Currently capable of only analyzing TICs • TOFs have potential to accelerate analysis time. PHILIS 2 (PHILBERT) - KY • Mobile laboratory consortium of 3 vehicles • Analytical Trailer with 6 GC/MS systems and one LC/MS/MS system • Sample Preparation Trailer for prep. operations of soil, water, air, and wipe samples. • Sample Log-In and Standards (ultra-dilute CWAs) Storage trailer • Anticipated Capacity of 100 – 200 Toxic Industrial Chemical or Chemical Warfare Agent samples per 24 hr. period • Will analyze CWAs and their breakdown products using SW 846 methodologies found in Standardized Analytical Methods (SAM). • Delivered April 2008, awaiting renovations to current building for shore power and warehouse/office space. • Proposed location for CWA training and certification for EPA’s Laboratory Response Corps • Prototype for EPA’s future PHILIS systems Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

PHILIS’ Mission • Fill perceived EPA’s gaps in the capability and capacity to analyze CWA contaminated environmental samples on-site • Provide timely analytical data during the Consequence Management Phase of the incident • Lower overall remediation costs • Lower analytical costs/ turn-around time for data • Allow more timely, on-site decisions during the characterization and remediation (decon) phases of the incident response • Provide reliable data on known QA/QC integrity for the “decision makers” during the final clearance and recovery phases of the incident • Reduce time to recovery • Validate SAM (through the ERLN) CWA analytical methods Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

How ?? • Provide high quality analytical data on-site, using validated methods • Automated and rapid sample prep • Rapid GC/MS, TOF-GC/MS and LC/MS-MS methods • MDLs at or below Risk-based clearance levels • Automated Laboratory Information System (LIMS) to track sample flow and produce field data of known QA/QC integrity Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN

Next Steps • Short Term: Inventory, Set up, Power, Shelter and Storage • Convert remaining PHILIS 1 assets to PHILIS 2 • Set up for VOCs/SVOCs methods (8260/8270) • NELAC certification • Long Term: Develop a strategic plan and timeline to address: - Routine and emergency response use - Resources including staffing - Training • Long Range Goal: provide mobile laboratory platforms for the rapid, reliable on-site analysis of TICs and CWAs • ERLN certification for CWA UDA standards Building Environmental Laboratory Capability in Support of Emergency Response - The eLRN
