  2. National Transport Policy • The principal objective of the National Transport Policy is to develop a reliable, cost effective, safe facility oriented and sustainable transport system that promotes and sustains the economic, social, cultural and tourism development of Nepal as a whole.

  6. Coverage of Road Assets • Consists of road and its structures • Bridges and other cross drainage works • Road reserve as defined by the right of way (RoW) • Land building and other properties occupied/ acquired by the road agencies • Vehicles, plants and machinery

  7. ROAD ASSET VALUE Estimate superseding NRs. 200 billion Rs. 90 billion (2006 value without land and buildings) Road asset Register draft submitted June 2010, Road asset value NRs. 123.42 billion (2008 cost without land and bldg.)

OBJECTIVES/SCOPE • To rigorously study various Road maintenance approaches • To identify appropriate model in road asset management • To discuss with concerned stakeholders the concept of sustainable road asset management • To recommend the government, reforms required • To generate bankable projects

Road Asset Management • The World Road Association has defined Asset Management as a systematic process of effectively maintaining, upgrading and operating assets, combining engineering principles with sound business practice and economic rationale, and providing the tools to facilitate a more organized and flexible approach to making decisions necessary to achieve the public's expectations.

CONCEPT OF ROAD ASSET MANAGEMENT In 1988, World Bank reported that deterioration of roads in developing country was extensive Some of the facts were : • 15% of capital invested in roads was eroded due to inadequate fund for maintenance; 3 to 4 times additional money due to delay in maintenance • For every new km built, 3km of existing road would be no more operable due to lack of maintenance; • For each unit of money not allocated for maintenance Vehicle Operating Cost (VOC) increased by 3 to 4 folds

  11. Road Asset Management is systematic processing, operating, maintaining, upgrading and preserving road and its reserve and other assets effectively through out its life cycle

  12. Focus on Road Asset Preservation in Nepal • Concept of Planned Maintenance - 1993/1994 - SDC • Started as Strengthened Maintenance Division Process (SMD) • GoN took over and establishment of RBN in 2002 (2059)

  13. Asset Management/ Preservation • Methodology: To preserve the road assets planned maintenance is carried out by the SMD’s based on defined need assessment. The database prepared in the process consists of : • Road register containing details of pavement type, infrastructure details, off side road structures, bridges and culvert details. • Condition of road indicating roughness (IRI) and surface distress (SDI) • Traffic Survey Data • Age of existing road • Importance of road from National perspective.
