ePLISS European Regional Planning Information & Support System based on spatial data infrastructures A project proposal from Brandenburg (Germany) INTERREG IV C Seminar, 05 October 2007, Brussels
Objectives • Making accessible of local data for regional planning purposes and seamless (geo)information flows between • the “players” of regional planning (regional planning authorities, sectoral planning authorities, cities and municipalities) • between the european regions • Adaption of existing and upcomming interoperabilty standards and technologies (Inspire, OGC/ISO, ...) for regional planning purposes • Providing a broad and easy access for the “players” of regional planning to new interoperable and webbased technologies, online services and planning tools
Measures • Semantic harmonisation and modelling the fundamental information objects for regional planning purposes (main focus on local land use planning data and real land use information) • Define common webbased interoperable communication standards and data exchange formats (XML/GML) to share data and information within and between european regions • Providing webbased technologies and intelligent planning tools for regional planning authorities • Bringing together regional planning authorities, local data providers and SME’s from the regional GIS- and software industry for the efficient build up of regional planning information infrastructures • Providing an open software framework (ePLISS platform) which enables the regional planning authorities to integrate and manage distributed heterogeneous data sources, to process it with intelligent planning tools and provide results via innovative eServices and web applications • Implementing a network of ePLISS-platform pilots in at least ten partner regions
Planned consortium • Regional (master) planning authorities • Sectoral planning authorities • Cities and municipalities • Satellite data and service provider • SME’s (especially from GIS-industry) from the different regions to “pool” their know how and fit their software components and applications to be connected with the ePLISS platform. • Pilot users for ePLISS-platforms and planning tools
