Vehicle Registration and The Supply of Online Public Services - A study of the current state of the art in EReg member states (Topic Group VI) June 2009

A questionnaire was sent out to all member states • Answers from 21 out of 25 • Response rate 84% • 50 e-services were reported

Sophisticationstages • One way interaction - Offers the possibility of download a form to be used non-electronically. • Two-way interaction - Offers the possibility of an electronic intake with an official electronic form for registration. It’s electronic in both directions. • Transaction (full electronic case handling) - The service offers complete handling of the registration via the website. Case handling decision and delivery of a standard procedure can be completely handled via the Web. No ”paperwork.” • Personalisation (proactive, automated) – Based on new models of front and back-offices integration, the reuse of available data, prefills data already contained in governmental databases, warning the user that action could be required etc.
”Other” contains the following alternative ways to identify the user: • Personal user code + (password in some cases) + pin code(s) provided by a bank • A written agreement with a standard form • User name/password • Dutch DigiD System (http://www.digid.nl/english/ or http://www.epractice.eu/en/cases/digid.) • PIN with token • IP-address + user ID
