  17. Problems • It is inconvenient to be a IEEE member without the credit card due to the money transfer. As the custom of Japan, many students do not have any credit cards. If the changes of the payment systemfor member fee, such as the section or council can accept member’s fee with local currency and send the summarizes to HQ, are allowed, the students would be easy to join IEEE. • Some students are hard to find out the advantages to be a IEEE member.
