Phase A: Process for the Immediate Future • Explore the Development of additional water supplies (may not be possible in short-term, will describe a process to move forward for the immediate future) • Describe in the context of various types of drought (Meteorological, hydrological, Agricultural and Socioeconomic) and indicators (PDSI, SPI, % normal, etc.) • Review of historical coordinated efforts between specific jurisdictions and water users
Red River Basin • Trans-boundary basin: Involves four jurisdictions • Total Basin Area: Approx.124,000km2 (48,000sqmiles) (MN-44,000km2, ND-52,000km2, SD-1500km2 and MB-27,000km2) Manitoba North Dakota Minnesota South Dakota
Red River Basin • Significant tributaries: • Minnesota • Buffalo River, Sandhill River, Red Lake River, Snake River and Otter Tail River • North and South Dakota • Bois de Sioux, Western Wild Rice River, Sheyenne River, Turtle River and Pembina River. • Manitoba • Pembina River, Plum River, Roseau River, Morris River, Assiniboine River, Rat River, Seine River, Le Salle River and Cooks Creek.
Basin Precipitation Pattern • Compiled from climate stations with Period of Record (PoR) from 1971 to 2000 (30 years). • More Dry- Northern part • More Wet- Southeastern • part

Drought Processes Strategies • Options for immediate drought responses • Promoting Consumptive uses (SW and GW) (for drought/WS management). Activities may involve: • Indentify and prioritizing consumptive use projects • Develop GW model to facilitate project approval • Funding for infrastructure • Disaster Relief (for severe and extended drought) • Shipping of portable water (in case of WS failure) • Need coordination in all level of Government 11
Drought Processes Strategies • Options for immediate drought responses • Drought Forecasting, Monitoring, Response and Reporting • Promote basin specific forecasts, both for short term and long term outlooks. • Select common drought indicators for basin-wide forecasting, reporting and monitoring • Promote the National Weather Service (NWS) study of drought impacts and modification of the NWS flood forecasting system to include drought events. • Develop a model to evaluate forecasted water supply and demand to provide jurisdictions with information for proactive cooperation or water use restrictions provided under respective water law. 12
Drought Processes Strategies • Options for immediate drought responses • Drought Plan Coordination • Determine the actual potential for demand reductions for each plan. • Determine the effectiveness of long term water conservation versus emergency demand reductions. • Develop a common drought monitoring system within the basin • Provide coordination between existing drought plans to improve their combined effectiveness. • Suggest adjustments if needed to trigger levels to improve plan effectiveness and anticipate worsening drought conditions. • Promote cooperation among basin entities for water crisis management during drought emergencies. 13

Recommendations for Jurisdictional Consideration Initiate a basin drought action committee that will: • Evaluate • Feasibility of immediate drought response options • Use of drought indicator(s) for basin-wide drought forecasting and monitoring and reporting • Initiate a study program for climate change adaptation to drought. • Develop • A definition and phases of Drought as a “Natural Hazard” • Detailed plan on how the jurisdictions will cooperate and act. • Basin specific water supply, demand, and shortage forecasting system. • Common drought forecasting, reporting, and monitoring system. 15
Recommendations for Jurisdictional Consideration Initiate a basin drought action committee that will: • Dialogue • Drought operation of the three major supply reservoirs [Lake Orwell (MN), Lake Astabula(ND) and Traverse (MN-SD)] • With emergency management agencies of the basin on coordinating drought related basin-wide disaster relief efforts. • With the public and stakeholders on drought response and monitoring. 16
