  3. Dealing with disasters in earlier times.... Early settlements in the pre-colonial era depended on topography and adaptation to weather patterns Ancestral religious beliefs influenced communal behavior Elders developed predictive skills and issued warnings Spanish colonial period (1521 – 1898) Friars established an accounting and recording of disasters Basis for later development of early warning systems American period including WW-II (1899 – 1946) Constabulary headed relief work during typhoons, floods, etc. Mitigation developed scientifically with forecasting

  4. Post World War II to Present.... Promulgation of Civil Defense Act of 1954 (RA 1190) Established the National Civil Defense Administration (NCDA) Provided for establishment of civil defense councils NCDA created the Committee on Warning System in 1967 Intergovernmental planning group created in 1970 to prepare the Natural Disaster Calamities Plan (NDCP) Office of Civil Defense (OCD) created in 1972thru LOI 19 Presidential Decree 1566 (PD 1566) issued in 1978 Aimed to strengthen Philippine disaster control capability Established the National Disaster Coordinating Council

  5. Republic Act 10121 “An Act Strenghthening the Philippine DRRM System, Providing for the National DRRM Framework and Institutionalizing the National DRRM Plan, Appropriating Funds Therefor and for Other Purposes”

DISASTER CONTROL GROUPCORE DUTIES • Chairmanis responsible for developing the plan to protect life and property and to minimize damage in the event of a civil defense emergency or other disaster. • Assistant Chairman serves as the Principal Assistant to DCG Chairman and acts for him in his absence and performs such duties the Chairman may assign to him, in addition to being the Deputy. • STAFF ELEMENTS: • Security Team Leadershall be responsible for securing vacated buildings, hospitals, establishments, factories, schools, etc., or areas of evacuation centers and areas of operations.

  15. DISASTER CONTROL GROUPCORE DUTIES • Supply Team Leader shall be responsible for determining the supply requirements of all action teams. He shall Identify the sources of such supplies as may be needed. • Transportation Team Leader shall be responsible for the transport needs. He shall determine the transportation needs and requirements. • Communication Team Leader shall be responsible for Receipt of warning information from the local Civil Defense Director or other authoritative sources and disseminates such warning to all offices and personnel.

  16. DISASTER CONTROL GROUPCORE DUTIES • OPERATIONS TEAMS: • Warning Team Leader should insure that warning signals can be received by all occupants and offices. He insures that all occupants should be educated on the meaning of different warning signals or alarms and necessary actions to be taken. • Evacuation Team Leader is responsible for supervising and expediting the planned and controlled movement of all building occupants in an emergency. • Fire Brigade Team Leader organizes the fir-fighting teams or brigades for initial fire-fighting operations.

DISASTER CONTROL GROUPCORE DUTIES • Rescue Team Leader is responsible for locating injured or trapped persons and transferring them to a place where they can be taken cared of during an emergency. • Medical Team Leader as head of the Health and First-Aid Team, is responsible for training and equipping all personnel assigned to perform medical and first-aid services in emergency, and for supervising these operations within the building during emergency. • Damage & Control Team Leader is responsible for controlling utilities in the facility or building during emergency.
