  4. Republic A republic is a form of government in which people elect representatives to govern the country.

  5. Inflation Inflation occurs when the value of a government’s money falls because there is too much of it.

  6. Arsenal An arsenal is a building that is used for storing weapons.

  7. Territory A territory is land that belongs to a national government but is not a state and is not represented inCongress.

  8. Ordinance In 1785 Congress passed a land ordinance ,or set of laws, that created a system to survey, or measure, the western lands.

  9. Bill of Rights The first 10 amendments to the Constitution.

  11. Convention • In 1786 some leaders called on the states to hold a convention, or an important meeting, to discuss trade among the states.

  12. Commerce • Chief among the delegates’ concerns was commerce, or trade.

  13. Federal System • Instead, the delegates agreed to create a federal system, one in which the right to govern would be shared by the national government and the sate governments.

  14. Bill • Either house could present a bill, or an idea for a new law, but both had to approve it before it became a law.

  16. Legislative Branch • Congress • They make laws

  17. Executive Branch President and His Cabinet

  18. Judicial Branch • The Judicial Branch is a supreme court.

  19. The Preamble We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution forthe United States of America.
