The IEA development process Participation of all stakeholders and partners: • National Level – the network of SIC experts, interested ministers and agencies; CSO, international organizations; • Sub-regional Level – coordinated by ISDC, SIC branches; FPs, regional experts, CSO, CAYEN, UNEP and UNDP • Regional Level – consultation meetings, technical and financial support of UNEP
Discussion process of CA IEA • National Level – interagency round tables, national seminars, virtual discussion with stakeholders; • Sub-regional Level – reports to ISDC, working group meetings of FPs, regional seminars and consultations. Endorsement by ISDC • Regional Level – international Forums
Impact of IEA on decision making in Central Asia • IEA is served as a solid background for effective decision making • IEA paved the way for assessment of priority environmental issues and identified emerging issues in CA • Emerging environmental issues were endorsed by ISDC and decision was made to conduct their assessment; • Methodology of IEA / GEO process helped to assess the state of emerging environmental issues, identify impacts, indicators and provide recommendations for decision makers; • Reports on emerging issues endorsed by the ISDC; action plan to address them developed;
Impact of IEA on decision making in Central Asia (cont.) • IEA laid a solid scientific base for SSDS development - provided assessment from sustainable development and environment prospective • IEA provided comprehensive assessment of all current and emerging issues for development of the Framework Convention on Environmental Protection for SD in Central Asia; • ISDC decided to develop its Medium Term Strategy and action plan • ISDC has also agreed to revise the REAP in the context of emerging environmental issues and changing climate;
Impact of IEA on decision making in Central Asia (cont) • The 1st Sub-regional V&A to Climate Change workshop conducted in Ashgabad • Workshop recommended ISDC to develop the sub-regional strategy on adaptation to climate change; priority areas identified and draft content developed; • IEA was used as a guidance tool for Public Council and CAYEN in their work on strategy and action plan
