  2. Why is it a problem? No infrastructure to support sleeping in cars No place to go to the bathroom – major sanitation concerns No services available to help people that want transition No incentive for #vanlife vacationers to pay for an RV spot No incentive for transients to ever leave No idea of who is living in the car, their history, their criminal record, etc Enables undesirable behavior: drug/alcohol abuse, thefts Concerns neighbors, especially those with children Limited parking in our community

  3. What Neighbors are saying • "Somebody took some human excrement and wiped it on a wall; I mean, it's gross," resident Beth Roach said. She said on morning walks she's found a bottle filled with urine, feces smeared on a wall and a pipe used for drugs. Neighbors believe all of it stems from people camping in vehicles and think the problem will explode if the council votes Monday to make it legal. • "You've basically just said to everybody who has a camper van on the planet come to San Diego, post up on multi-million-dollar real estate along all of our beaches and hang out," Volk said passionately.

  5. Neighbors Page 3 • Rachel A. P.B. Southwest · We experience people living in front of our house daily, out of their cars. It is not a good place to be. We have a few drug dealers who live in their cars and do their delivery rounds. We have many living in their cars who buy the drugs. I’ve witnessed one woman release her grey water out into the street. A few will throw trash out their windows. We have some motorhomes who operate bike chop shops out of the RV’s they live in. The other day we had a huge fight involving broken glass coming from one of the vehicle habitations also. We do have a few that are decent and not on drugs, but many are. However, they will park in front of our homes for weeks on end. So the argument that these people are vulnerable is being in complete denial about what is really going on. I invite all those who have no problem with vehicle habitations and who think these people are completely innocent, please provide us your address so we can send them your way. I’ll start with sending this truck over first.

What are other cities doing • San Francisco: • City creates “poop patrol” to battle human waste problem. • “I’ve had to deal with it myself in front of my home and it’s not a pleasant feeling . . . I want to clean up the city.” London Breed, SF Mayor • Los Angeles • – Bans sleeping in cars in residential areas or near schools/parks.

Now has 23 lots. • San Diego: DreamsforChange.org • Serving 70 families/individuals • 2 lots: Golden Hill and Valencia Park • Jewish Family Service San Diego • Lots on Balboa and Aero Dr. • Los Angeles – safeparkingla.org • Free 12 hour overnight parking with a security guard and restroom

  8. Potential Options • 1. Do Nothing • 2. Create a Poop Patrol • 3. Ban sleeping in cars • 4. Parking management/permits • 5. Support more safe parking options

Expand safe parking programs Safe Parking Locations Create Awareness and Enforcement Report issues (trash, human waste) on Get It Done app. Report criminal activity to police • City-sponsored locations • Provide basic human needs • Provide safety for people in cars • Provide transitional services

  10. What’s more important? • Our kids and families? Or allowing people to sleep in cars? • They are mutually exclusive.
