2. Background of the programme • Everyone has a right to work • The ageing society sets challenges for the sustainability of the public economy → Work careers must be lengthened. → Impaired work ability must not push a person totally out of the labour market. → If a person's work ability decreases, part of it usually remains available. Right measures can enable working and considerably support people with partial work ability in working life.

The objectives of the programme • To improve the opportunities for persons with partial work ability to continue working or to get employed • To reduce prejudice against partial work ability. * In Finland there already exists a wide but complex selection of means, services and benefits to support the working of persons with partial work ability.

However... • At the moment these means are not utilised sufficiently • In addition, they are utilised separately • It is really difficult to manage the whole of it • At the workplace or at the employment office there's not always an expert who could design a seamless chain of right-timed services for the person with partial work ability • The person with partial work ability cannot get the help he or she needs • For a person with partial work ability to stay at work or to find employment requires the support of someone who is familiar with the means available and who knows how to use them • Disabled persons need an assessment of work ability - not disability • The opportunities for persons with partial work ability on the labour market can be improved through the efficient use of the means available, and through personalized supporty for those needing help
7. About the solution • The programme develops a practical operating model in which the person with partial work ability is supported by work ability coordinator • The work ability coordinator is familiar with the selection of all means availbale • Together with the person of partial work ability the coordinator helps drawing up a personalized set of means tailored for his or her specific needs • Existing work ability should be utilised and supported through all means necessary • The coordinator is named either by an employer or by local Employment and Economic Development Office • The programme organizes training for work ability coordinators • During the training coordinators acquaint themselves with the selection of means available and the various combinations as well as intensify collaboration with various palyers, experts etc. in the service system • The solution includes a online service giving up-to-date information on all means available and on the use of means combinations in different situations. • Legislative revisions will be made as part of the programme: • for example, legislative revisions that improve the employment opportunities of persons with partial work ability.

10. Tasks of a work ability coordinator • Plans, together with the person with partial work ability, an individual and functional service entity of various means. • Acquires the necessary information and co-operation partners. • Makes sure that the plan moves on step by step. • Regarding persons at work, the employer is responsible for appointing a work ability coordinator from the workplace or from the provider of occupational health care services. • The employment office appoints the work ability coordinators for persons outside the working life.

Aim and methods of the research project the aim of the study was to investigate the implementation and benefits of the Osku concept in four different contexts (TE Office, workplaces’ HR management, occupational health care, education institution) the qualitative data comprised 24 organizational interviews (31 work ability coordinators) and 11 case studies the quantitative data was made up of the organizational indicators of six organizations (case-control –design) from the period 2012–2015, and the scenario analysis of one case study

15. How did the persons benefit • The clients described the collaboration with the work ability coordinator as democratic, confidential, solution oriented and mainly correctly timed • The clients felt that they were included in the process of creating their opportunities

What to expect as a result of the programme for persons with partial workability • The right-timed tailored solutions will help the employees to continue at work • Costs paid by enterprises due to unemployment will decrease • The effective practices for supporting work ability and a culture of caring will improve • the working climate and well-being at work in general, and • the employer image. • Good practices for using the concept's selection of means in a way that functions well for the individual needs of each person with partial work ability • Permanent and up-to-date online service to be used by people with partial work ability, work ability coordinators, employers and organisations • As a result of the programme the costs of the disability pension’s payments are lower, the costs caused by absence from work are lower, the unemployment rate drops, and there is an increase in the well-being, parity and the quality of life of persons with partial workability.
