Delaware Statistics • Under 18 years old - 22.9% • 18 years old + - 77.1% • 65 years old and up - (13%) • 87% have a High School Diploma or higher (Age 25+) • 27.7% have a Bachelor’s Degree or higher • 13% without a high school credential • 3.7% dropout rate in the K-12 System • 1,442 students out of 39,124 • Unemployment – 7.3% • Families in poverty - 7.4% ; Individuals in poverty – 11% • Speak a language other than English – 12.2% • Females/Males - 51.6% / 48.4% 2010 American Community survey
Purpose of Proposal • Provide instructional and support services to adult learners so they refresh and increase academic skills or English Language Proficiency in order to: • Obtain employment • Retain employment • Enter postsecondary education and/or training • Obtain a GED or High School Diploma
Adult Learners • 16 and older • No upper age limit • Formally exited from K-12 • Not performing at GED/High School Diploma level skills • GED – normed on Graduating Seniors • High School Diploma – based on Delaware Graduation Requirements

Adult Learner Academic Skills/GED/HS Diploma integrated with Work Readiness/ Career Skills Academic Skills/GED/ HS Diploma Specific Skills Training Employment Post Secondary Education Choice of Program Delivery Format
Key Points • Administration • Provision of services • Monthly meetings for coordinators • Monitoring of student progress and program outcomes • Data collection into LACES and formally monitored on a quarterly basis • Instruction • Classes must meet a minimum of 4 hours per week • Classes must meet for 120 hours over the year • Average student contact is a minimum of 75 hours
Key Points • Funding • Receipt of award to June 30 • Expenses will be monitored • Costs – reasonable, allocable, allowable • All expenditures must be documented • Equipment must be inventoried and available for monitoring • Administration cost – 5% Cap • 25% Match mandatory requirement
